Raipur: In a significant policy decision aimed at accelerating the planned development of Nava Raipur Atal Nagar, the Chhattisgarh Cabinet, chaired by Chief Minister Vishnu Deo Sai, has on Friday July 10, 2026 approved the One-Time Settlement (OTS) Scheme-2026 for allottees of land parcels and built-up properties allotted by the Nava Raipur Atal Nagar Development Authority (NRDA).
The scheme is designed to provide relief to eligible allottees through concessions on interest and surcharge, facilitate the settlement of long-pending cases, revive stalled development projects, and create a more investment-friendly environment in the state’s greenfield capital city.
A Practical Solution for Development
Describing the Cabinet’s decision as a major reform, Chief Minister Vishnu Deo Sai said the state government is committed to adopting practical solutions that promote development while safeguarding public interest.
“Our government’s decisions are guided by the objective of accelerating development and providing practical solutions in the public interest. The OTS Scheme-2026 will strengthen investor confidence, resolve pending cases, and inject fresh momentum into the planned development of Nava Raipur,” the Chief Minister said.
He emphasized that the initiative reflects the government’s commitment to transforming Nava Raipur into one of India’s most modern and well-planned urban centres.
Relief for Investors, Momentum for Projects
Housing and Environment Minister O.P. Choudhary said the policy reflects the government’s commitment to creating a transparent, investor-friendly, and development-oriented ecosystem.
He noted that many allottees had been unable to proceed with their projects because of accumulated interest liabilities and unresolved contractual issues. The new policy offers them an opportunity to regularize their cases and resume development.
“This initiative will help revive stalled projects, reduce unnecessary litigation, ensure optimal utilization of valuable urban land, and encourage fresh investments in Nava Raipur,” Choudhary said.
Option to Exit Without Prolonged Disputes
One of the key features of the OTS Scheme is that allottees who no longer wish to develop their allotted land will be allowed to surrender their plots and exit their agreements in accordance with the prescribed provisions.
Officials believe this provision will significantly reduce prolonged legal disputes while allowing the development authority to reallocate valuable land for productive use.
Scheme Valid Till March 2027
The OTS Scheme-2026 will remain operational from its implementation date until March 31, 2027. Applications received during this period will be processed under the approved guidelines.
A large number of pending cases across different land-use categories are expected to benefit from the policy.
No Loss to the Development Authority
According to NRDA, the scheme does not provide any concession on the principal land premium. Likewise, no land settlement will be permitted below the prevailing reserve premium value.
Officials estimate that while eligible allottees may receive relief of nearly ₹61.96 crore through waivers on interest and surcharge, the authority itself will not suffer any financial loss because the original land premium remains protected.
Strengthening the Vision of a Modern Capital
The Cabinet believes the policy will accelerate urban infrastructure development, improve land utilization, revive delayed commercial and residential projects, and enhance investor confidence in Nava Raipur.
With several institutional, commercial, educational, and residential developments already taking shape, the OTS Scheme is expected to remove financial bottlenecks that have slowed progress in certain sectors.
