Chief Minister says governance must reach citizens rather than make people chase the system; appointment letters, digital-service expansion and new skill institute mark three-pronged initiative

Raipur : Three different initiatives unveiled in Raipur on Wednesday, September 30, 2026 carried a common message from Chief Minister Vishnu Deo Sai: development cannot be measured only by infrastructure or government programmes; it must also be visible in jobs for young people, easier public services and skills that prepare the next generation for a changing economy.
At Mahanadi Bhawan, the Chief Minister handed appointment letters to newly selected Sub-Engineers of the Nava Raipur Atal Nagar Development Authority, witnessed the signing of an agreement between CHiPS and Common Service Centre, and handed over a land-allotment letter for the proposed National Skill Training Institute in Nava Raipur. Sai placed the three developments within a broader governance framework, saying employment generation, skill development, digital governance and modern infrastructure have to move together.
“Providing employment opportunities to youth, making government services simple and transparent for citizens, and equipping the new generation with modern skills according to future requirements are among our priorities,” the Chief Minister said. Pasted text
Young engineers told: Build Nava Raipur with integrity
For the newly appointed Sub-Engineers, the ceremony was more than the formal handing over of appointment letters. Sai described Nava Raipur as an expression of Chhattisgarh’s future aspirations and reminded the young engineers that they would now have a direct role in shaping the emerging capital city.
He asked them to apply their technical knowledge in the public interest and make quality, timely execution and integrity central to their work.
“Use your knowledge and technical expertise in the public interest and discharge your responsibilities with complete dedication, honesty and commitment to duty,” Sai told the newly appointed engineers. Pasted text

The Chief Minister also widened the employment conversation beyond government recruitment. He said public-sector jobs remain important, but the employment aspirations of an entire generation cannot be met by government vacancies alone. Industry, entrepreneurship, startups, the private sector and skill-based occupations must therefore become parallel engines of opportunity. Pasted text
Government services closer to the citizen
The second major initiative focused on something citizens encounter in everyday life — obtaining government services without repeatedly moving from one office or digital platform to another.
An MoU between the Chhattisgarh Infotech Promotion Society (CHiPS) and Common Service Centre will enable services available through Seva Setu and the CSC network to be progressively integrated. The intention is to make a wider range of services available closer to people, particularly in rural and remote areas. Pasted text
At present, 907 services belonging to 38 departments are available online through Seva Setu across 16,619 centres. More than 54.23 lakh applications have been received since April 1, 2025, with over 90 per cent reported as resolved. The State also has 28,450 active Common Service Centres providing more than 600 government and commercial services. Pasted text
Sai summed up the objective in a citizen-first formulation:
“Our effort is that citizens should not have to chase the system for solutions; the system itself must be accountable for providing them,” he said. Pasted text
The State is also working towards integrating 166 Central Government services with State services on Seva Setu, potentially taking the number of services available through a common digital platform beyond 1,000. Pasted text
₹250-crore skill institute planned for Nava Raipur
The third initiative looks towards the employment market of the future.
Ten acres of land have been allocated for a proposed National Skill Training Institute in Nava Raipur. The institute is estimated to cost around ₹250 crore and is envisaged to train nearly 4,000 young people every year in around 20 trades aligned with changing industry requirements and emerging technologies. Sai said conventional qualifications alone would not be sufficient in an economy being rapidly reshaped by technology.
“In an era of rapidly changing technology, it is essential not only to provide degrees to our youth but also to equip them with modern skills aligned with the requirements of industry,” he said, describing the proposed institute as an important future centre for skills and employment opportunities. Taken together, Wednesday’s initiatives linked three stages of the development process — preparing young people with skills, creating employment opportunities and using technology to make government more accessible once citizens enter the wider economic and civic system.
For Sai, the connecting thread was clear: a modern Chhattisgarh would require not merely new institutions and digital platforms, but a governance system in which opportunity and public services become easier for ordinary citizens to reach.
