House set for another legislation-heavy day as Parliamentary Standing Committees prepare to table reports on rural development, migration, land records and other issues

New Delhi: Union Home Minister Amit Shah is scheduled to move two significant pieces of legislation in the Lok Sabha on Tuesday August 11, 2026 , including a Bill seeking to alter the name of Kerala, as Parliament’s Monsoon Session continues with a packed legislative agenda.
According to the Revised List of Business, Shah will move the Kerala (Alteration of Name) Bill, 2026 for consideration and passage. He is also scheduled to move the National Co-operative Development Corporation (Amendment) Bill, 2026, seeking amendments to the National Co-operative Development Corporation Act, 1962.
The proposed change in Kerala’s name is expected to be among the closely watched items of business in the House because alteration of a state’s name carries significance beyond a routine legislative amendment.
Four Key Bills Introduced Amid Uproar
Tuesday’s agenda follows a busy Monday in the Lok Sabha when four key Bills were introduced amid uproar in the House.
Apart from the Kerala name-change and co-operative development Bills, the Tribunals Reforms Bill, 2026, and the Mines and Minerals (Development and Regulation) Amendment Bill, 2026 were introduced.
With the Bills now moving through the parliamentary process, the focus on Tuesday shifts from their introduction to consideration and passage of the legislation listed for the day.
Question Hour to Begin Proceedings
The Lok Sabha is scheduled to assemble at 11 am, beginning with Question Hour before moving to the laying of papers by several Union Ministers.
The Secretary General of the Lok Sabha is also scheduled to report two messages received from the Rajya Sabha concerning the Bankers’ Books Evidence Bill, 2026 and the Taxation and Other Laws (Amendment) Bill, 2026.
The proceedings will subsequently move through committee reports, ministerial statements and other listed parliamentary business before the House takes up its legislative agenda.
Standing Committee Reports on Rural Issues
Several Parliamentary Standing Committees are scheduled to present their reports during Tuesday’s proceedings.
Among them are reports from the committees dealing with Housing and Urban Affairs and Rural Development and Panchayati Raj.
The issues covered include rural skilling, migration, modernisation of land records and implementation of rural development programmes—subjects with a direct bearing on employment opportunities, governance and delivery of public services in rural India.
Several Union Ministers are also expected to make statements regarding the implementation of recommendations made by Parliamentary Standing Committees.
Legislative Business Takes Centre Stage
After completing the scheduled reports and statements, the House is expected to take up matters under Rule 377, which allows members to raise issues of public importance that do not fall within other procedural mechanisms.
Attention will then return to the legislative agenda, with Shah expected to pilot the two Bills assigned to him.
The proceedings assume added significance following Monday’s uproar during the introduction of the four Bills. Whether Tuesday allows for more extensive discussion before the proposed legislation is put to consideration and passage will be closely watched as the Monsoon Session moves forward.
