Cabinet Decisions December 3, 2025

Raipur : At the Cabinet Meeting chaired by Chief Minister Vishnu Deo Sai at Mantralaya (Mahanadi Bhavan) on Wedenesday December 3, 2025 , a series of decisions aimed at providing substantive relief to domestic electricity consumers while strengthening industrial, administrative and employment reforms, were taken, which are as follows:

  • Under Mukhyamantri Urja Rahat Jan Abhiyan (M-URJA), which is being implemented across the state from December 1, 2025, domestic consumers will now receive a 50% rebate on consumption of up to 200 units per month, doubled from the earlier limit of 100 units. This benefit will also be extended to consumers using up to 400 units.

Consumers falling in the 200–400 unit slab will continue to receive 50% concession for the first 200 units for the next one year, enabling them to install rooftop solar systems under “PM Surya Ghar Muft Bijli Yojana” during this period.

A total of 42 lakh consumers are expected to benefit from the M-URJA initiative, while all consumers in the state will be eligible for incentives under the “PM Surya Ghar scheme”.

The state government is providing an additional subsidy of Rs 15,000 for solar systems of 1 kW capacity and Rs 30,000 for systems of 2 kW or above. This push towards solar adoption is expected to significantly reduce household energy expenditure in the long term, moving consumers from half-bill concessions towards zero-bill clean energy in the future.

  • To encourage procurement from local micro and small industries and ensure procedural clarity in GeM portal purchases, the Cabinet has approved amendments to the Chhattisgarh Store Purchase Rules, 2002. The revised framework will simplify procurement, enhance transparency, improve competitiveness, and save time and resources.
  • The Cabinet has approved the draft of Chhattisgarh Private University (Establishment & Operation) (Amendment) Bill, 2025.
  • Approval has also been granted for the draft of Chhattisgarh Shops and Establishments (Regulation of Employment and Conditions of Service) Amendment Bill, 2025, aimed at boosting employment and strengthening ease of doing business reforms in the state.
