Raipur: A teaching stint at a state university will no longer count for less simply because it was not spent inside a government college. A former Agniveer looking towards a second career in uniform will now have a defined recruitment framework. And a film already declared tax-free by Chief Minister Vishnu Dev Sai has received the Cabinet backing needed for its tax reimbursement arrangement.
These were the three strands running through Wednesday’s meeting of the Chhattisgarh Cabinet, chaired by Chief Minister Vishnu Dev Sai at Mantralaya Mahanadi Bhavan in Raipur.
Rather than announcing one large-ticket scheme, the Cabinet dealt with three very different areas where the practical rules matter as much as the policy itself — who gets preference, what experience counts, how teachers are paid, and how an announced reservation actually reaches a recruitment process.
Guest teachers get a clearer rulebook
For thousands looking at guest teaching opportunities in government higher education institutions, the most immediate decision is the revised Guest Faculty Policy-2026.

The Cabinet granted post-facto approval to the revised policy, taking forward the framework introduced in 2024 but changing some provisions that directly influence selection and employment conditions.
One significant change concerns a situation familiar to any merit-based recruitment process: two candidates from the same category finishing with exactly the same marks.
The revised rule provides a clear answer. The Chhattisgarh domicile candidate will receive preference.
The Cabinet has also addressed an important distinction in the treatment of teaching experience.
Under the new arrangement, experience earned in a state university will count alongside experience in a government college. A candidate who has completed at least five months of teaching during an academic session in either institution can receive five marks within the maximum 30 marks earmarked for experience.
This gives university teaching experience a recognition that was not clearly available under the earlier arrangement.
For displaced guest lecturers, experience need not end with displacement
The revised policy also looks at teachers who have already spent time in the system but subsequently found themselves displaced.
Experience acquired by displaced guest lecturers in government colleges as well as state universities can now be considered while offering them re-engagement against vacant positions.
That is an important shift in approach: previous service is being treated as usable professional experience rather than something that disappears when an engagement ends.
The Cabinet has also changed the basis on which honorarium is to be determined.
The period-based system will give way to a working-day-based arrangement, a move intended to remove anomalies in payments. Duties, duration of work and casual-leave provisions for guest lecturers and other guest academic personnel have also been defined more clearly.
For guest teachers, therefore, Wednesday’s decision is not merely about a new policy carrying the year 2026. It changes the arithmetic behind selection, experience and payment.
Ex-Agniveer quota gets the rules needed to work on the ground
The Cabinet’s decision concerning former Agniveers addresses a different question: what happens after a reservation is announced?
Chhattisgarh has already provided 10% reservation for former Agniveer soldiers in specified Class III posts of the state services. Wednesday’s decision supplies the recruitment machinery required to put that provision into operation.

The framework covers former Agniveers seeking appointment as constables in the Police Department, forest guards in the Forest and Climate Change Department, and jail guards in the Jail Department.

For an ex-Agniveer completing military service and looking for the next professional step, that distinction matters. A reservation on paper creates an assurance; recruitment rules determine how that assurance can actually be used.
A second uniform after Agniveer service
The inclusion of police, forest and prison services also gives the policy a particular character.
Former Agniveers come out of military service with exposure to discipline, physical training and structured service conditions. The state is now creating a defined route through which eligible candidates can compete for another uniformed role.
The 10% provision does not mean automatic appointment. Candidates will still have to enter the recruitment and selection process under the applicable rules. What changes is the reservation available to eligible former Agniveers within the covered posts.
The Cabinet’s approval consequently turns an earlier policy decision into an administrative framework capable of being applied when recruitment takes place.
‘Hanuman Ansh’ tax-free decision gets formal backing
The third Cabinet decision completes the administrative process behind the tax concession for Hanuman Ansh.
Chief Minister Vishnu Dev Sai had announced on September 10, 2026, that the film would be made tax-free.
The Cabinet has now ratified the Commercial Tax Department’s order providing for reimbursement to cinema halls of an amount equivalent to the State Goods and Services Tax (SGST) payable on admission for screenings of the film.
