Raipur: In a major employee welfare initiative, the Chhattisgarh Government has introduced a Short-Term Credit Facility for state government employees, enabling them to access timely financial assistance during emergencies through a fully digital platform integrated with the state’s e-Kosh system.

The scheme has been launched on the directions of Vishnu Deo Sai and under the initiative of O. P. Choudhary. It is designed to help employees meet urgent financial needs without having to rely on informal or high-cost sources of credit.
The new facility will operate entirely online through the e-Kosh platform, eliminating paperwork and reducing the need for employees to visit government offices. By integrating digital verification and automated processing, the government aims to make access to short-term credit faster, more transparent and secure.
Announcing the initiative, Chief Minister Vishnu Deo Sai said his government remains firmly committed to the welfare and financial security of government employees. He stated that the objective of the scheme is to ensure that employees receive prompt, simple and transparent financial assistance whenever they face unforeseen expenses. According to the Chief Minister, the digital platform will ensure that the loan process is secure, transparent and time-bound, while reinforcing the government’s commitment to good governance and technology-driven administrative reforms.
Finance Minister O. P. Choudhary described the initiative as another step towards strengthening employee welfare under the Chief Minister’s leadership. He said the short-term credit facility would provide government employees with quick financial support during times of need and offer them a dignified and convenient borrowing option.
He added that the entire system has been designed to be fully digital, transparent and secure. Employees will be able to apply through the Employee Corner of the e-Kosh portal by following a prescribed online process. Before accepting the loan, applicants will have access to complete information, including interest rates, equated monthly instalments (EMIs), applicable charges and a Key Fact Statement (KFS), enabling them to make informed financial decisions.
Under the new system, eligible employees may apply for short-term loans based on predefined criteria. Once an application is submitted, the process will include e-KYC verification, digital authentication and employee consent. Following successful verification, loan approval and disbursement will be completed promptly through the digital platform. Loan repayments will be recovered through monthly salary deductions in accordance with the prescribed procedure.
The Finance Department has also issued a comprehensive Standard Operating Procedure (SOP) to govern the scheme. The SOP mandates strict compliance with high standards of data security, privacy protection and digital authentication. Employees’ personal information will be used only with their explicit consent, while all financial transactions will be conducted through secure digital channels.
Officials believe the facility will prove particularly beneficial during emergencies such as medical treatment, educational expenses, family obligations or other unforeseen financial requirements. By providing quick access to formal credit, the government expects to strengthen employees’ financial resilience while reducing dependence on informal lending.
The introduction of the digital short-term credit facility marks another step in the Chhattisgarh Government’s broader agenda of promoting employee-friendly governance, strengthening financial inclusion and expanding technology-based public services. The initiative reflects the state’s continued emphasis on digital administration, transparency and efficient service delivery under the leadership of Chief Minister Vishnu Deo Sai.
