Raipur: Chief Minister Vishnu Deo Sai has directed officials to develop Chhattisgarh’s infrastructure with a long-term vision that extends beyond immediate construction requirements, emphasising that roads, public buildings and other essential facilities must support the state’s economic growth and serve future generations. Chairing a high-level review of the Mukhyamantri Adhosanrachna Mission at the Mahanadi Bhawan, Mantralaya, on Tuesday, October 13, 2026, the Chief Minister called for planned capital investment, strict project timelines, modern construction standards and effective coordination among departments to accelerate Chhattisgarh’s development under Anjor Vision 2047.

The meeting examined the priorities for capital expenditure, implementation of infrastructure projects, expansion of the road network, maintenance of public assets, adoption of advanced technologies and the proposed framework for improving infrastructure governance across the state.

Infrastructure Investment Must Deliver Lasting Economic Benefits

Chief Minister Sai emphasised that infrastructure development must be approached as a strategic investment in the state’s economic and social future rather than merely as expenditure on construction.

He directed departments to assess proposed projects according to their potential contribution to agriculture, industry, trade, tourism, employment generation and public convenience.

Choudhary and senior government officials participate in a high-level review of the Mukhyamantri Adhosanrachna Mission at Mahanadi Bhawan, Mantralaya, in Nava Raipur on Tuesday, October 13, 2026, discussing infrastructure investment, road connectivity, project monitoring and long-term development prioritiesPhoto:channel24india.com via CG/CMO .

“Infrastructure expenditure is not merely the cost of construction; it is an investment in the future of the state. Our priority must be to ensure that every rupee invested delivers maximum benefits to the economy and the people of Chhattisgarh,” the Chief Minister said, outlining the substance of his directions.

He stressed that projects benefiting larger sections of society and opening new economic opportunities should receive priority. The long-term social and economic impact of each project, he observed, must be considered alongside its immediate necessity.

Budget Approval Alone Is Not Enough; Projects Must Be Completed on Time

Expressing concern over the consequences of delays in infrastructure development, the Chief Minister instructed officials to establish clear deadlines for every stage of project implementation.

These stages include project conceptualisation, planning, budget allocation, administrative approval, technical sanction, tendering, issuance of work orders and completion of construction.

“Budgetary approval alone does not fulfil the purpose of a project. Its real value emerges when construction is completed on time and citizens begin receiving the intended benefits. Delays increase costs and postpone development,” Sai emphasised.

He called for regular monitoring of project progress and timely intervention wherever administrative or technical obstacles threaten completion schedules.

The Chief Minister also made it clear that faster execution must never come at the expense of construction quality or public safety.

Statewide Survey for Two-Lane and Four-Lane Roads

One of the major directions emerging from the review concerned the preparation of a comprehensive road network master plan for Chhattisgarh.

The Chief Minister instructed officials to undertake a detailed assessment of existing traffic patterns, population growth, emerging industrial centres, commercial activities and projected transportation requirements.

The exercise will identify roads that require widening to two lanes or four lanes, allowing the government to plan infrastructure development according to future demand rather than reacting to congestion after it develops.

“Road connectivity must be planned according to the needs of tomorrow. Better roads connect farmers with markets, support industries, encourage investment and create employment opportunities. Our road network must become a driver of economic development,” Sai said, conveying his development priorities.

He also directed officials to strengthen connectivity among villages, urban centres, industrial areas and important economic destinations.

The proposed master plan is intended to provide a coordinated approach to road development across different regions of the state.

Construction and Maintenance Must Receive Equal Attention

The Chief Minister highlighted the importance of maintaining public infrastructure after its completion, observing that inadequate upkeep can significantly reduce the useful life of roads, buildings and other government assets.

He directed departments to incorporate long-term maintenance arrangements into project planning itself.

Regular inspections, preventive repairs and clearly defined maintenance responsibilities should become integral parts of infrastructure management.

“Constructing an asset is important, but maintaining it is equally essential. Timely maintenance protects public investment, prevents avoidable expenditure and ensures that citizens continue to benefit from the facilities created for them,” the Chief Minister observed.

He pointed out that minor defects, when neglected, can develop into serious structural or operational problems requiring substantial expenditure.

Schools, Colleges and Public Buildings Must Allow Future Expansion

The review also focused on the design and development of educational institutions and public buildings.

Sai directed officials to consider future increases in student enrolment, additional institutional requirements and the changing needs of citizens when planning new buildings.

He emphasised that schools, colleges and other public facilities should incorporate provisions for expansion, accessibility, safety, efficient utilisation and long-term maintenance.

“Public buildings should not be designed only for today’s requirements. Their planning must anticipate the needs of future generations so that expansion can take place without unnecessary expenditure or disruption,” Sai stressed.

The approach is expected to encourage more efficient utilisation of government resources and reduce the need for costly structural modifications in subsequent years.

Modern Technology, Skilled Engineers and Better Construction Practices

The Chief Minister called for wider adoption of modern construction technology, quality materials and established safety standards.

He instructed officials to study successful infrastructure development practices followed by other Indian states and identify innovations suitable for Chhattisgarh’s geographical, economic and local conditions.

Recognising the changing nature of construction technology, Sai also stressed the importance of continuously upgrading the skills of engineers and technical personnel.

He called for an institutional mechanism for regular training and professional development.

The objective, he said, should be to improve the quality, durability, efficiency and safety of infrastructure projects while ensuring that state departments remain familiar with emerging engineering practices.

Integrated Digital System to Monitor Projects and Expenditure

A significant aspect of the proposed Mukhyamantri Adhosanrachna Mission involves bringing infrastructure planning, financing, approvals, procurement, construction, monitoring and maintenance within a more coordinated administrative framework.

The meeting discussed the development of an integrated digital system to monitor infrastructure projects undertaken by different government departments.

Such a system would help authorities track physical progress, financial expenditure and implementation timelines while identifying delays and gaps in project execution.

Officials also discussed conducting a comprehensive assessment of existing infrastructure to identify differences between available facilities and actual requirements.

This would enable the government to allocate financial resources more effectively and prioritise projects according to measurable development needs.

Departments Must Work Towards a Common Development Vision

The Chief Minister emphasised that infrastructure development cannot achieve its full potential if government departments work independently without sufficient coordination.

He called for a unified approach in which roads, urban facilities, public buildings and other infrastructure projects complement one another.

“Departments must not look at their projects in isolation. Every development initiative should contribute to a common vision for Chhattisgarh, ensuring better coordination, optimum utilisation of resources and maximum public benefit,” Sai said, reiterating the need for integrated planning.

Improved coordination, he observed, would help prevent duplication of work and ensure that different infrastructure projects contribute collectively to regional development.

He also stressed that construction planning should consider durability, environmental conditions and resilience to climate-related challenges.

Anjor Vision 2047: Development Must Be Measured by Public Benefit

Linking the mission with the state’s long-term development objectives, Chief Minister Sai said the success of infrastructure programmes should not be measured solely through physical construction figures.

The number of kilometres of roads completed or buildings constructed, he indicated, cannot by itself provide a comprehensive assessment of development.

Instead, the government must examine whether infrastructure investments have improved daily life, strengthened economic activity, generated employment and expanded opportunities for communities.

“The true measure of infrastructure development is not merely how many roads or buildings we construct, but how much easier we make people’s lives, how many opportunities we create and how effectively we prepare Chhattisgarh for the future,” the Chief Minister emphasised.

He reiterated that the state’s infrastructure should be durable, technologically advanced and capable of meeting the needs of future generations.

The Chief Minister also directed officials to ensure that citizens receive comprehensive information about development works and the facilities being created through government initiatives.

Senior Ministers and Officials Attend Review

Deputy Chief Minister Arun Sao, Finance Minister O. P. Choudhary, Chief Secretary Vikas Sheel, Principal Secretary to the Chief Minister Subodh Kumar Singh, Principal Secretary of Urban Administration and Development Sonmoni Borah, Secretaries to the Chief Minister Rahul Bhagat and P. Dayanand, Finance Secretary Dr Rohit Yadav, Public Works Department Secretary Mukesh Bansal and Information and Technology Department Secretary Ankit Anand were among the senior officials present.

The review underscored the state government’s intention to move towards an infrastructure development model that combines strategic investment, timely execution, technological modernisation and long-term asset management.

Under the Mukhyamantri Adhosanrachna Mission, these priorities are intended to strengthen Chhattisgarh’s economic foundations while improving the quality and accessibility of public services.
