Raipur: Chief Minister Vishnu Deo Sai on Friday, October 16, 2026, declared that the true measure of good governance lies not in the number of complaints marked as resolved, but in whether ordinary citizens actually receive relief and feel satisfied with the administration’s response. Reviewing the functioning of CM Helpline 1076 at its office in the CBD Building in Nava Raipur, Sai said the citizen grievance redressal mechanism had emerged as an important bridge of trust between the government and the people. According to figures presented during the review, the helpline registered 2,31,850 complaints between June 9 and October 15, of which 2,05,996 had been resolved, representing a reported resolution rate of 88.85 per cent.

The Chief Minister examined the helpline’s performance across departments and districts, including complaint registration, response times, resolution procedures and feedback collected from citizens.

He also interacted directly with complainants from different districts to determine whether the action recorded by government departments had genuinely addressed their difficulties.

District Collectors participated through video conferencing as Sai reviewed the progress of grievance resolution and issued instructions for improving the system.

Sai: Closing a Complaint Is Not the Same as Solving a Citizen’s Problem

The Chief Minister appreciated the efforts of officers and employees responsible for resolving a substantial number of complaints during the helpline’s initial period of operation.

However, he made it clear that administrative success should not be judged merely by the number of cases closed.

“The quality of complaint resolution is the most important consideration. Before closing a complaint, it must be ensured that the citizen’s problem has actually been resolved. Feedback from citizens should be the real basis for evaluating the success of this system.”

Sai described the initial results as encouraging and called for continuous improvement.

He said the collective efforts of government employees had contributed to the resolution of a large number of complaints, but maintaining public confidence would require sensitivity, efficiency and accountability.

Over 2.31 Lakh Complaints Registered, Nearly 89 Per Cent Resolved

The performance figures presented at the review demonstrated the scale of public engagement with CM Helpline 1076.

Complaints under process

Government-reported figures for June 9–October 15, 2026. The helpline receives approximately 1,500–2,000 complaints daily.

The Chief Minister said the figures reflected encouraging progress but should also be used to identify weaknesses in public service delivery.

“The resolution of such a large number of complaints is the result of the collective efforts of officers and employees. We must continuously improve this system and ensure that complaint resolution does not remain confined to statistics, but provides genuine relief to citizens.”

One Complaint Restores Electricity to More Than 80 Families in Gariaband

One of the significant examples discussed during the review concerned Daman Sahu, a resident of the Mainpur area in Gariaband district.

Sahu told the Chief Minister that a damaged electricity transformer had disrupted power supply to approximately 80–85 families in his village.

When the issue remained unresolved locally, he registered a complaint through CM Helpline 1076.

According to his account, a new transformer was installed within approximately one week, restoring electricity to the affected households.

During his interaction with the Chief Minister, Sahu expressed satisfaction and thanked the government for the intervention.

Sai appreciated the officials responsible for addressing the problem.

“Problems relating to essential services such as electricity and drinking water directly affect the daily lives of ordinary citizens. Such complaints must be resolved on priority. A sensitive response to even one complaint can bring relief to many families.”

The case illustrated how a grievance raised by one individual could lead to a solution benefiting an entire community.

Jashpur Beneficiary Receives ₹55,000 Housing Instalment Within Ten Days

The Chief Minister also spoke with Virendra Yadav from Bagicha development block in Jashpur district.

Yadav explained that the second instalment of financial assistance under the Pradhan Mantri Awas Yojana had been delayed, affecting construction of his house.

After registering a complaint through the helpline, he received ₹55,000 in his bank account within approximately ten days.

He told Sai that the payment had enabled him to resume work on his house.

The Chief Minister said housing assistance must reach eligible beneficiaries on time so that construction does not remain incomplete because of administrative delays.

“Pradhan Mantri Awas Yojana is an important scheme that helps poor families realise their dream of a permanent home. Eligible beneficiaries must receive their instalments on time so that construction work is not interrupted.”

Sai instructed officials to approach such cases with particular sensitivity.

Nine-Month Pension Delay Resolved After Helpline Complaint

Another case involved Toran Sahu of Karhi village in Mungeli district.

He informed the Chief Minister that his mother had not received her pension for approximately nine months, creating financial difficulties for the family.

Following a complaint to CM Helpline 1076, the concerned department examined the case, resumed pension payments and released the outstanding amount.

Sahu expressed satisfaction with the resolution.

Sai said social security pensions were an important source of financial support for elderly citizens, widows, persons with disabilities and other vulnerable beneficiaries.

“Social security pensions provide essential financial support to elderly people, widowed women, persons with disabilities and families in need. It is the responsibility of the administration to ensure that eligible beneficiaries do not face unnecessary hardship in receiving these benefits.”

The Chief Minister emphasised that such payments should not be delayed because of avoidable administrative difficulties.

A Small Administrative Issue Can Be a Major Hardship for a Family

Sai reminded officials that problems considered routine by government departments could have serious consequences for the people affected.

A delayed pension, an incorrect ration card, a pending housing instalment or an interruption in electricity or water supply may appear to be an ordinary administrative matter, but it can disrupt a household’s daily life.

“A case may appear ordinary from the perspective of the administration, but for the citizen concerned, that very problem may be extremely important. Even a delay in a small task relating to ration cards, pensions, electricity, drinking water, housing instalments or revenue services can trouble a family for a long time.”

He said the helpline had been established to ensure that citizens could bring their concerns directly to the government without repeatedly visiting public offices.

Sai Calls for Accountability Alongside Recognition of Efficient Officers

The Chief Minister acknowledged the dedication of government officers and employees who were working sincerely to implement welfare programmes and resolve public grievances.

He said efficient and sensitive officials deserved encouragement.

At the same time, he warned that negligence or indifference towards citizens’ problems could damage public confidence in the entire administration.

“Officers and employees who work with dedication and resolve citizens’ problems should be encouraged. At the same time, accountability must be ensured wherever there is unnecessary delay, negligence or a lack of seriousness in addressing public grievances.”

Sai emphasised that public service required a consistent commitment to resolving legitimate grievances within prescribed timelines.

Complaint Data Must Help Government Correct Systemic Failures

Moving beyond individual complaints, Sai directed officials to analyse grievance data to identify recurring deficiencies in public services.

He said complaints should not be treated merely as isolated cases requiring separate administrative responses.

Instead, departments should examine whether repeated grievances were linked to the same scheme, service, geographical area or procedural difficulty.

“Complaints received through the helpline should not be viewed only as individual cases. Their data must be analysed regularly to identify departments, schemes, services or areas from which similar complaints repeatedly arise. The underlying causes must be identified and necessary improvements made in the system.”

This approach could enable the administration to identify procedural weaknesses and prevent similar problems from recurring.

The Chief Minister said the helpline should evolve into an effective feedback mechanism for improving government policies and public services.

Special Focus on Bastar and Remote Forest Regions

Sai reviewed the nature and resolution status of complaints received from districts in the Bastar division.

He observed that the helpline could be particularly valuable for citizens living in remote forest and rural areas, where travelling to district headquarters or government offices may involve considerable difficulty.

The Chief Minister instructed officials to ensure that information about CM Helpline 1076 reached the last village and the last eligible citizen.

“Information about CM Helpline 1076 must reach the last village and the last person. Citizens in remote and forest regions should know that they can register their grievances without travelling to district or state-level government offices.”

He directed the administration to promote the helpline through Gram Panchayats, fair-price shops and Common Service Centres.

Wall paintings and other locally appropriate publicity methods were also recommended to increase public awareness.

Technical Improvements and Faster Call Response Receive Attention

The Chief Minister reviewed the operational process of CM Helpline 1076, including call reception, complaint registration, departmental forwarding, resolution timelines and feedback collection.

He said the helpline was still in its initial stage and should continue improving through experience.

Technical difficulties and procedural shortcomings must be addressed to make the system more accessible and responsive.

“The helpline should provide citizens with a smooth experience from registering a complaint to receiving its resolution. The purpose of technology is not to make procedures more complicated, but to bring the government closer to the people.”

Sai called for improvements at every stage of the complaint-handling process.

Public Trust Is Government’s Greatest Achievement: Sai

The Chief Minister concluded his review by emphasising that the relationship between citizens and the administration must be built on responsiveness and trust.

He said people should feel confident that their concerns would reach the appropriate authorities and that legitimate grievances would receive timely attention.

“Resolving people’s problems is the responsibility of the government. Our endeavour is to ensure that every citizen of Chhattisgarh has the confidence that their voice will reach the administration, they will be heard and their legitimate problems will be resolved on time.”

He added:

“The stronger the trust between the government and the people, the more effective good governance becomes. CM Helpline 1076 is strengthening this bond of trust. Public confidence is our greatest achievement, and maintaining it is our collective responsibility.”

Senior Officials and District Collectors Participate in Review

Chief Secretary Vikas Sheel, Principal Secretary to the Chief Minister Subodh Kumar Singh, Secretary to the Chief Minister Rahul Bhagat and Special Secretary to the Chief Minister Rajat Bansal participated in the review.

Secretaries of various departments and District Collectors from across Chhattisgarh also joined through video conferencing.

The high-level participation reflected the government’s emphasis on coordinated grievance resolution across departments and districts.

From Complaint Registration to Citizen Satisfaction

The review of CM Helpline 1076 highlighted the importance of ensuring that digital governance produces meaningful improvements in public services.

The reported resolution of more than 2.05 lakh complaints represents substantial administrative activity during the helpline’s initial months.

However, as the Chief Minister himself emphasised, the effectiveness of the system must be measured by the actual relief delivered to citizens and their satisfaction with the outcome.

The cases involving restored electricity, delayed housing assistance and resumed pension payments demonstrate the practical significance of timely grievance redressal.

For the Sai government, the larger challenge is to ensure that CM Helpline 1076 becomes not merely a platform for registering complaints, but a dependable instrument of accountability, institutional learning and citizen-centred governance throughout Chhattisgarh.
