Vance said the action was part of a broader fraud enforcement effort aimed at protecting taxpayer money and preventing misuse of visa programmes.
Milwaukee [US]: US Vice President JD Vance on Wednesday (local time) announced that the US Department of Labour has launched investigations and issued subpoenas against alleged foreign fraudsters accused of misusing the H-1B visa programme, saying the Trump administration would ensure the scheme does not undermine American workers.
Speaking in Milwaukee, Wisconsin, Vance said the action was part of a broader fraud enforcement effort aimed at protecting taxpayer money and preventing misuse of visa programmes.
“We have a programme called the H-1B visa programme. This goes to show how broad-based the fraud task force is. We’re fighting for your taxpayer money, but we’re also making sure that fraudsters don’t take advantage of these visa programmes,” Vance said.
Explaining the purpose of the H-1B programme, Vance said it was created to allow highly skilled professionals, including scientists, doctors and technology experts, to work in the United States.
“Now why does this programme exist? This is a visa programme that was set up to ensure that if you were a brilliant technology person, or a brilliant scientist, or a brilliant doctor, you could come to the United States and get access to this visa programme,” he said.
However, Vance alleged that large corporations and overseas entities were misusing the programme to reduce wages for American workers.
“But you know what’s happening way too much is that big corporations and fraudsters overseas are using this programme to undercut the wages of American workers,” he said.
“So you know what we’re doing in the Trump administration? We’re saying, ‘No more. If you are trying to take advantage of that visa programme, you are not allowed in to the United States of America,'” Vance added.
Vance said the Federal Department of Labour has initiated “dozens of subpoenas and investigations” into entities accused of attempting to exploit the H-1B visa system.
“American jobs ought to go to American workers and not foreign fraudsters, and the Department of Labour is fighting back against it!” he said.
The H-1B visa programme allows US employers to petition for highly skilled foreign workers to temporarily fill positions in specialised occupations that generally require at least a bachelor’s degree.
Employers sponsoring H-1B workers must submit applications certified by the US Department of Labour stating that the employment will not adversely affect the wages and working conditions of similarly employed US workers.
For India, the development is significant as the H-1B visa programme serves as a key pathway for Indian professionals seeking employment opportunities in the United States, particularly in sectors such as technology, engineering, healthcare and finance.
Due to India’s large pool of skilled workers in specialised fields, Indian nationals account for a significant share of H-1B visa recipients each year, making changes to the programme a key issue for New Delhi.
The H-1B programme is a major component of the US skilled worker immigration system, with the US Congress capping annual visas for most private employers at 65,000, along with an additional 20,000 slots for candidates with advanced degrees from US institutions.
According to immigration advocacy group FWD.us, around 730,000 H-1B visa holders currently live in the United States, along with nearly 550,000 dependents, including spouses and children.
