Raipur: Chief Minister Vishnu Deo Sai, while discussing the Chhattisgarh Anjor Vision 2047 during the winter session of the Legislative Assembly, said that this vision is a clear roadmap for making Chhattisgarh a developed state by the year 2047.
CM Sai said that this document will determine the direction of the state’s development in the coming years. On this occasion, he appealed to all the members to participate in the creation of a developed Chhattisgarh. Calling this occasion historic, he shed light on the state’s past, present achievements, and future direction.
India is now the world’s fourth-largest economy
The Chief Minister said that today holds special significance because on December 14, 2000, the first meeting of the Chhattisgarh Legislative Assembly was held in the Jashpur Hall of Rajkumar College. This Jashpur Hall was constructed by the late Dilip Singh Judeo with his Member of Parliament’s fund. Referring to this memory, he paid tribute to the state’s democratic journey.
Chief Minister Sai congratulated Finance Minister O.P. Choudhary for the creation of the Vision Document, stating that this document, prepared under his guidance, will determine the direction of Chhattisgarh’s development in the coming years. Referring to the leadership of Prime Minister Narendra Modi, he said that after becoming Prime Minister for the first time in 2014, he is now leading the country for the third time, and due to his efforts, India has become the world’s fourth-largest economy.

Prime Minister Narendra Modi has set the goal of making India a developed nation by 2047. In line with this, we have also set the goal of creating a developed Chhattisgarh. We have outlined some important stages for the journey towards a developed Chhattisgarh. We have set timeframes for achieving these goals. For example, we will achieve short-term goals by 2030. Similarly, we will achieve medium-term goals by 2035 and long-term goals by 2047.
13 sectors identified in the Anjor Vision
The Chhattisgarh Anjor Vision Document is an excellent example of public participation. To prepare this, we sought suggestions from every segment of society, including farmers, youth, women, entrepreneurs, and businesspeople. I personally had the opportunity to interact with them directly. In this Anjor Vision, we identified 13 sectors, including education, health, agriculture, and infrastructure, and decided to establish 10 missions for their development.
We are building excellent models of rural development as well as urban planning. Nava Raipur is the fastest-growing city of the future. It is set to become a global hub for medical education, textiles, IT, and AI.
Numerous schemes for the all-round development of the poor, farmers, and underprivileged sections
The Chief Minister said that over the years, numerous schemes have been launched in the state for the poor, farmers, and underprivileged sections, and continuous efforts have been made for the all-round development of the state.
CM stated that in the government’s very first cabinet meeting, 1.8 million houses were approved under the Pradhan Mantri Awas Yojana. The Mahtari Vandan Yojana became a historic initiative for women’s empowerment. Nearly 7 million mothers and sisters are receiving monthly assistance of ₹1,000. More than ₹14,306 crore has been released in 22 installments through DBT.
The Chief Minister further stated that in the interest of tribal communities and forest-produce collectors, tendu leaf remuneration has been increased from ₹4,000 to ₹5,500. 1.3 million families are benefiting from this. The Charanpaduka Yojana has been restarted, and 7.3 million poor families are receiving free rations.
Bastar’s identity is being shaped by eco-tourism, Bastar Pandum, and the Bastar Olympics.
Through programs like the Bastar Olympics and Bastar Pandum, we are reaching out to the common people of Bastar. This year, it is estimated that three times the number of people will participate in Bastar Pandum, which reflects the success of our government. On this historic day, let us all resolve to fulfill the vision of a developed Chhattisgarh. Events like eco-tourism, Bastar Pandum, and the Bastar Olympics are creating a new identity for the region.
Investment proposals worth ₹8 lakh crore received
Chief minister Vishnu Deo Sai said that the a new industrial policy has been implemented for trade and industry. So far, investment proposals worth ₹8 lakh crore have been received. Logistic parks, air cargo facilities, and industrial parks have been established. Local employment is being promoted. In two years, our government has provided government jobs to more than 10,000 young men and women. An investment of ₹3.5 lakh crore has been made in the energy sector.
Rehabilitation of surrendered and arrested Maoists
With the vision of Prime Minister Narendra Modi and the resolve of Union Home Minister Amit Shah, along with the indomitable courage of our brave soldiers, Maoism is now in its final stages. We are rapidly moving towards the complete elimination of Maoism by March 2026.
Surrendered and arrested Maoists are being rehabilitated. Bastar is being integrated into the mainstream through security and development. He said that under the Niyad Nella Nar scheme, basic facilities such as rations, Aadhaar cards, Ayushman cards, housing, electricity, and roads have been provided to remote villages. Schools have reopened in Bastar, and events like eco-tourism, Bastar Pandum, and Bastar Olympics are creating a new identity.
Chhattisgarh: A State Rich in Mineral and Forest Resources
The Chief Minister informed that more than 10,000 daughters and sons have been provided with government jobs in the last two years. He said that Chhattisgarh is a state rich in mineral and forest resources. The Chief Minister appealed to the House and the people of the state to collectively resolve to realise the vision of a developed Chhattisgarh.
Double Subsidy in PM Surya Ghar Free Electricity Scheme
Chief Minister Sai said that to promote solar energy, we are providing a double subsidy from both the central and state governments for installing solar rooftops on houses under the PM Surya Ghar Free Electricity Scheme. An investment of Rs. 3.5 lakh crore has been made in the energy sector.
The state government is providing a subsidy under the Pradhan Mantri Surya Ghar Free Electricity Scheme. For a 1-kilowatt capacity solar plant, the central government provides Rs. 30,000 and the state government provides Rs. 15,000, thus a total subsidy of Rs. 45,000 is being given.
