Raipur: In a significant move to strengthen governance through knowledge-driven policymaking, the Government of Chhattisgarh has commenced the third edition of its two-day ‘Chintan Shivir 3.0’ at the Indian Institute of Management (IIM) Raipur. Organised jointly by the Department of Good Governance & Convergence and IIM Raipur, the annual conclave has become an important platform for cabinet ministers to deliberate on governance reforms, leadership, innovation, and administrative excellence.

Chief Minister Vishnu Deo Sai, while inaugurating the programme, said the objective of the Chintan Shivir is not merely to hold discussions but to build a governance ecosystem that is transparent, accountable, citizen-centric, and equipped to meet future challenges. He noted that the state has benefited significantly from the ideas and policy recommendations that emerged during the previous two editions, many of which have been translated into administrative reforms and development initiatives, Sai added.

The two-day retreat brings together members of the state cabinet, senior bureaucrats, policy experts, academics, and governance specialists from across India. Through a series of interactive sessions, lectures, and case studies, participants are exploring best practices in public administration, digital governance, policy implementation, institutional leadership, and inter-departmental coordination.

The programme places special emphasis on good governance, highlighting the importance of transparency, accountability, technology-driven administration, and result-oriented policymaking. Experts are sharing successful governance models from across the country while encouraging ministers to adopt innovative approaches that can improve service delivery and enhance public trust.

A major theme of this year’s Chintan Shivir is policy convergence—ensuring that different government departments work in close coordination rather than in isolation. Officials believe better convergence among departments can significantly improve the effectiveness of welfare programmes, infrastructure projects, rural development initiatives, and citizen services.

The sessions are also designed to equip ministers with emerging management practices used by leading institutions and governments worldwide. Discussions include strategic decision-making, evidence-based policymaking, leadership in public administration, crisis management, digital transformation, and sustainable development.

Addressing the participants, Chief Minister Sai reiterated that continuous learning is essential for effective governance in a rapidly changing world. He said governments must remain adaptive and forward-looking to meet the aspirations of citizens and deliver quality public services efficiently, CM described .

Unlike conventional government meetings, the Chintan Shivir encourages open dialogue, exchange of ideas, and collaborative problem-solving. Ministers are expected to examine existing policies, identify implementation challenges, and formulate practical solutions that can accelerate Chhattisgarh’s journey towards inclusive and sustainable development, Sai continued .

Officials believe the annual exercise has evolved into an institutional mechanism for improving governance standards in the state. By bringing together policymakers and domain experts under one roof, the initiative seeks to bridge the gap between academic research and administrative practice, enabling informed decision-making backed by global and national best practices.

With governance reforms becoming increasingly central to economic growth and public welfare, the third edition of Chintan Shivir reinforces the Chhattisgarh government’s commitment to building a responsive, efficient, and future-ready administration capable of delivering better outcomes for every citizen, Chief Minister Vishnu Deo Sai emphasised.
