Weekly Review of Naxal Case Withdrawals, ₹1 Crore Development Package for 50 Villages, Special Push for Rehabilitation and National Integration
Raipur: In a significant push towards peace-building and inclusive development in Chhattisgarh’s Maoist-affected regions, Deputy Chief Minister and Home Minister Vijay Sharma has directed officials to accelerate relief, rehabilitation, and infrastructure development across former insurgency-hit districts. Chairing a high-level review meeting of the Police Department at Mahanadi Bhawan on Saturday, Sharma emphasized that the government’s strategy extends beyond security operations to restoring normalcy, strengthening livelihoods, and rebuilding public confidence.
He instructed authorities to conduct a legal review of Naxal-related cases involving prisoners who are not accused of serious offences involving loss of life, paving the way for eligible individuals to be released through due legal process. To facilitate this, a dedicated team comprising prosecution officials and government lawyers will be constituted in coordination with the Law Department. Weekly review meetings on the progress of case withdrawals will now be held at the offices of the respective district Superintendents of Police.
₹1 Crore Development Grant for Every Former Maoist-Affected Village
One of the major announcements made during the meeting was a ₹1 crore development package for each village declared free from Maoist influence. The initiative is aimed at transforming areas once affected by extremism into centres of growth and opportunity.
Initially, 50 villages have been identified under the programme, including:
- 20 villages in Sukma
- 20 villages in Bijapur
- 10 villages in Narayanpur
The funds will be used for infrastructure creation, livelihood generation, and essential public facilities, helping integrate these villages into the mainstream development process.
Tiranga Yatra Across Maoist-Free Villages on Independence Day
To reinforce national unity and strengthen public participation, Sharma directed that all villages declared Maoist-free will host Tiranga Yatras and hoist the national flag on August 15, 2026. The initiative aims to symbolize peace, democracy, and the return of normal civic life in regions once affected by Left-Wing Extremism.
Housing and Support for Victims and Rehabilitated Families
The Deputy Chief Minister instructed officials to ensure that all victims of Maoist violence and rehabilitated families receive houses under the special provisions of the Pradhan Mantri Awas Yojana (PMAY).
He also proposed the construction of community memorials in locations that witnessed major Maoist attacks to honour the sacrifices of security personnel and civilians who lost their lives.
During the review, Sharma sought district-wise updates on:
- Martyrs among security forces
- Civilian casualties
- Compensation provided to affected families
- Pending assistance cases
He directed officials to ensure that all government benefits reach the families of martyrs without delay.
Rehabilitation Incentives to Be Released Within One Month
In another key decision, the Deputy Chief Minister instructed authorities to release the promised rehabilitation incentive amount to surrendered and rehabilitated youth within one month. He also directed that all benefits provided to victims and rehabilitated persons be uploaded on a dedicated digital dashboard to improve transparency and monitoring.
Additionally, Sharma instructed officials to establish an inter-state coordination committee to trace and recover weapons looted by Maoists and ensure that no arms are left behind during anti-Maoist operations.
Senior officials, including Principal Secretary Niharika Singh Barik, Secretary Neha Champawat, ADG Vivekanand Sinha, and senior officers from the Home Department, Police Department, and Maoist-affected districts attended the meeting.
