Raipur: The Chhattisgarh Council of Ministers, chaired by Chief Minister Vishnu Deo Sai, took a series of decisions on Tuesday, October 27, 2026, including the start of paddy procurement on November 15, continuation of electricity bill relief, cashless medical treatment for government employees and new missions for infrastructure, tourism and sports development.

The Cabinet meeting, held at the Chief Minister’s residence office in Civil Lines, Raipur, approved a total of 19 proposals covering agriculture, public services, roads, railways, industry, urban redevelopment and administration.

The Cabinet decided that paddy procurement for Kharif Marketing Year 2026–27 will begin on November 15, 2026. More than 27.50 lakh farmers will be able to sell paddy at ₹3,100 per quintal, subject to a maximum of 21 quintals per acre.

In a decision intended to simplify the process, all farmers registered in the previous year who possess an AgriStack ID will be considered eligible to sell paddy without applying for separate registration.

Because their details are available through AgriStack, these farmers will not need to bring their loan passbooks separately to the procurement societies. The area under paddy cultivation has been determined online through a digital crop survey.

The government said biometric-based procurement would be used to help ensure that paddy is purchased from genuine farmers.

To improve access, 360 new procurement centres will be opened, taking the total number of centres to 3,100. Instructions have been issued to ensure adequate arrangements at the procurement societies.

The Cabinet also ratified a Cabinet subcommittee’s decision on disposal of surplus paddy from the 2024–25 and 2025–26 marketing years through auction.

Krishak Unnati Yojana revised

The Council of Ministers approved an amendment to the Krishak Unnati Yojana for Kharif 2026.

Under the revised arrangement, input assistance for the paddy crop will be provided on a per-acre basis rather than per quintal. The government said the measure is intended to encourage farmers, support crop diversification and improve incomes.

It is also expected to promote investment in improved seeds, fertilisers, pesticides, farm mechanisation and new agricultural technologies.

Electricity relief extended until March 2027

The Cabinet decided to continue the concession on electricity bills for up to 200 units under the Mukhyamantri Urja Rahat Jan Abhiyan, also known as M-Urja.

The period of eligibility for consumers using up to 400 units per month has been extended from September 30, 2026, to March 31, 2027.

According to the government, the decision will allow approximately 7.25 lakh domestic consumers to continue receiving the concession.

Cashless treatment for government employees

The Cabinet approved a proposal to introduce cashless medical treatment for state government employees and their dependent family members at empanelled hospitals.

Under the new arrangement, employees will not have to pay the medical expenses themselves at the time of treatment and then seek reimbursement through a lengthy process. Pre-authorisation and claims will be handled online.

The government said the facility would be particularly helpful during serious illness and emergencies, when families may need immediate treatment and face substantial expenses.

Relief for road contractors over bitumen prices

In view of an exceptional rise in bitumen prices, the Cabinet approved price relief for contractors undertaking road construction, renewal and maintenance works.

For works under the Chhattisgarh Rural Road Development Agency, the state will provide a budgetary grant of ₹130.88 crore as compensation for bitumen actually purchased and used between April 1, 2026, and March 31, 2027.

Price relief will also be available for eligible state-funded Public Works Department road contracts whose tenders were received before April 1, 2026. For these contracts, relief will cover bitumen purchased and used between October 15 and December 31, 2026. The additional expenditure is estimated at ₹70 crore to ₹100 crore.

The government said the measure is expected to help speed up pending road works involving bituminous surfacing and support their timely completion.

₹500-crore infrastructure mission

The Cabinet approved the draft guidelines for the Mukhyamantri Adhosanrachna Mission-2026, intended to improve infrastructure planning, project preparation, quality, monitoring and maintenance.

The mission will operate for five years, from 2026–27 to 2030–31, with a proposed provision of ₹500 crore, or ₹100 crore per year. The Public Works Department will be the nodal department, and the Chhattisgarh Road and Infrastructure Development Corporation Limited will be the implementing agency.

The mission’s proposed work includes preparation of a road network master plan, data-based assessment of infrastructure needs, advance surveys and detailed project reports, and integrated planning using geographic information systems.

It will also support digitisation through WAMIS and electronic measurement books, quality and road-safety audits, public-private partnerships and other financing models. The government said these measures would help prioritise projects, improve coordination and reduce delays and cost escalation.

Tourism mission to promote local opportunities

The Cabinet approved the Mukhyamantri Paryatan Vikas Mission, with the objective of promoting prosperity through tourism.

The five-year mission has a proposed provision of approximately ₹500 crore. It will focus on infrastructure, connectivity, visitor facilities, safety and cleanliness at tourist destinations, while encouraging homestays, private investment and tourism enterprises.

The government said the mission is intended to create employment and self-employment opportunities for local young people, women and self-help groups, and raise Chhattisgarh’s profile as a tourism destination.

Sports mission: From talent identification to high performance

The Cabinet approved the draft Mukhyamantri Khel Utkarsh Mission, which proposes a structured pathway for athletes from talent identification through to medal-winning performance. A budget provision of ₹100 crore has been made for 2026–27.

Talent will be identified through schools, selection camps and the Mukhyamantri Trophy, with selected athletes registered in the athlete management system. They will then progress through:

  • Basic training at feeder centres.
  • Advanced, sport-specific training at state sports academies.
  • Expert coaching, sports science and performance analysis at high-performance centres.

Core and development groups will be formed in 10 priority sports, and athletes with medal potential will receive targeted support and exposure. Progress and assistance will be reviewed against competition results and performance standards.

In the first phase, feeder centres are proposed in Ambikapur, Bilaspur, Raipur, Durg, Jagdalpur and Jashpur.

Cabinet approves equity proposal for 295-km rail project

The Council of Ministers approved a proposal for equity investment through Chhattisgarh Railway Corporation Limited to expedite the Katghora–Takhatpur–Mungeli–Kawardha–Khairagarh–Dongargarh railway project.

The proposed line is 295 km long, with an estimated cost of approximately ₹8,000 crore. Of this, around 25 per cent, or ₹2,000 crore, is to be equity capital, with the Chhattisgarh government and the Ministry of Railways contributing approximately ₹1,000 crore each.

The state’s share will be met through the Mineral Development Fund, District Mineral Foundation funds or the state budget. The government said the line is intended to improve access in areas without rail connectivity and open opportunities for industry, tourism, employment and agricultural marketing.

Five redevelopment projects receive in-principle approval

The Cabinet gave in-principle approval to five projects under the second phase of the state’s redevelopment scheme. The locations are:

  1. Government Poultry Farm, Durg.
  2. Veterinary Hospital campus, Ramanujganj.
  3. Police Lines and land behind Ranjeeta Stadium, Jashpur.
  4. Budhwari Bazaar, Sakti.
  5. Government land and dilapidated assets at Rudri Chowk, Dhamtari.

The projects are to be developed through the PPP model, with private-sector participation. The government said the approach is intended to create new public assets, improve the use of land and generate revenue and employment without an additional financial burden on the state budget.

Land for warehousing and fruit processing

The Cabinet approved the allocation of 10 acres at Khaprikala village in Rajnandgaon district to the Central Warehousing Corporation for storage infrastructure.

The land will be allotted on prescribed terms, including a premium calculated at 75 per cent of market value under guideline rates, annual land rent and applicable infrastructure and environmental levies. The facility is intended to expand safe storage capacity for agricultural produce and other goods.

The Cabinet also approved the allocation of 31.55 acres of Rajgami Estate land at Somni village in Rajnandgaon district to the Agriculture Development and Farmers’ Welfare and Biotechnology Department for a multi-fruit processing facility through the National Dairy Development Board.

The proposed project involves an investment of approximately ₹400 crore and envisages direct procurement from farmers. According to the government, it could create more than 1,000 direct and 5,000 indirect employment opportunities, while improving processing and marketing access for fruit growers.

Incentives for coal gasification

The Council of Ministers approved an amendment to the Industrial Development Policy 2024–30 to provide a special incentive package for coal gasification projects with investment of ₹1,000 crore or more.

The government said the measure is intended to encourage value-added use of the state’s coal resources and promote import substitution.

The Cabinet also amended the Chhattisgarh Industrial Land and Building Management Rules, 2015. The changes are intended to simplify land use and access to plots, reduce disputes and support productive use of vacant or surplus land through transparent e-auction.

Kunra Nagar Panchayat to be renamed Kunwargarh

The Cabinet approved a proposal to rename Kunra Nagar Panchayat in Raipur district as Kunwargarh.

The government said Kunwargarh is associated with Chhattisgarh’s historic 36 forts and is known for its ancient temples, heritage sites and ponds. Local residents had sought restoration of the historical name.

Steps permitted for withdrawal of nine cases

The Council of Ministers permitted further action towards withdrawal from court of nine cases described as arising purely from political movements.

The decision follows the recommendation made by a subcommittee at its meeting on September 30, 2026. The withdrawal remains subject to the applicable court process.

New administrative posts approved

The Cabinet approved the creation of three posts in the office of the head of the Department of Good Governance and Convergence:

  • One Commissioner/Director.
  • One Additional Director.
  • One expert at Additional Director level.

The government said the posts would support administrative leadership, coordination, supervision and expertise in public administration and law.

It also approved one temporary Officer on Special Duty post at pay level 16 for one year at the Forest Headquarters, Aranya Bhavan, Nava Raipur. The post will support coordination and monitoring of work related to the PM Gati Shakti, PRAGATI and PARIVESH portals.

Family pension decision

The Cabinet decided to treat the service of the late Dr Rakesh Mohan Chandola, an associate professor at Raipur Medical College, from October 19, 1987, to January 7, 2022, as regular service for the purpose of family pension.

It approved payment of family pension, arrears and interest according to the applicable rules to his eligible family member.
