Chhattisgarh Budget 2026-27: A comprehensive roadmap for Bastar’s development is ready.
Education cities to be built in Abujhmad and Jagargunda.

Raipur: The Chhattisgarh government presented a budget of ₹1.72 lakh crore for the financial year 2026-27, laying out a comprehensive roadmap for education, health, irrigation, digital connectivity, and employment for Bastar and other former Naxal-affected areas.
Finance Minister OP Choudhary presented the government’s third budget on the theme of resolution.
Chief Minister Vishnu Deo Sai, describing the 2026–27 Budget as dedicated to public welfare and development, said that this budget is an important step towards making Chhattisgarh a developed state, empowering farmers, women, youth, and employees. He stated that special provisions for agriculture, industry, health, and infrastructure will create new employment opportunities in the state and improve the living standards of the general public.
The government has set a total expenditure of ₹1.72 lakh crore this year, with revenue expenditure of ₹1.45 lakh crore and capital expenditure of ₹26,500 crore. The increase in capital expenditure will accelerate the construction of permanent assets such as roads, health, education, and infrastructure, thereby strengthening development efforts in the state.
The budget increases the central government’s special assistance for capital investment from ₹4,000 crore to ₹8,500 crore, which will help advance major infrastructure and development projects.
The fiscal deficit has been kept under control at 2.87 percent of GSDP, which reflects balanced financial management and indicates the strong economic position of the state.
This time, giving top priority to the social sector in Chhattisgarh’s budget, 40% of the total expenditure has been allocated, while 36% has been allocated for accelerating economic activities and 24% for administrative and general services. Along with this, a special green budget of Rs 14,300 crore has also been provided for environmental protection and promoting sustainable development.
The budget focuses on the overall development of Surguja, Bastar, and other formerly Naxal-affected areas. In a major step forward in the field of education in the Bastar region, the establishment of two “Education Cities” in highly sensitive areas like Abujhmad and Jagargunda has been announced. A budget allocation of ₹100 crore has been made for this purpose. The government has also made special provisions to promote sports and cultural identity. Budget resources have been allocated for initiatives like the Bastar Olympics and Bastar Pandum, to provide a platform for local talent and strengthen the region’s positive identity. 1,500 new positions have been created for Bastar Fighters.
The government has also paid special attention to expanding healthcare services. The establishment of a super-specialty hospital in Jagdalpur and a medical college and medical city in Dantewada has been announced. Additionally, special recruitment of doctors will be conducted in these areas to ensure that people in remote areas can access quality treatment within their own region.
In a major step forward in the irrigation sector, a plan has been announced to construct a barrage on the Indravati River at a cost of approximately ₹2024 crore. This is expected to provide irrigation facilities to an additional 32,000 hectares in the Bastar region.
Registration fee exemption for women, ₹1.5 lakh for girls
The Chhattisgarh Budget 2026–27 has made significant provisions for the economic and social empowerment of women. The government has proposed a 50 percent exemption on registration fees for property purchases in women’s names, which will promote women’s property ownership and financial security. To secure the future of girls, the “Rani Durgavati Yojana” will be launched, under which eligible girls will be provided financial assistance of ₹1.5 lakh upon attaining the age of 18. The “Chief Minister Lakhpati Didi Parikrama Yojana” will also be implemented, while for their social empowerment, provision has been made for the construction of 250 Mahatari Sadans.
Provisions for the Agriculture Sector in the Budget
The government has allocated ₹10,000 crore for the “Krishak Unnati Yojana,” which will provide financial assistance to farmers and accelerate agricultural development. Irrigation facilities will be strengthened by providing ₹5,500 crore for agricultural pumps, while ₹600 crore has been allocated to support landless farming families. Additionally, ₹100 crore will be invested to promote employment-oriented activities such as agriculture-based industries, agro-forest processing, rice mills, and poultry farms in the Bastar and Surguja regions, helping to increase farmers’ income and strengthen the rural economy.
Cashless Medical Scheme for Employees
The budget has made provision for implementing a cashless medical scheme to ensure the health security of government employees. Under this scheme, employees will not be required to pay cash at hospitals during treatment and will receive cashless treatment at listed government and private hospitals. A provision of ₹100 crore has been made for this.
Budget 2026-27: Other Key Announcements
- A new 200-bed hospital will be built in Raipur, further strengthening healthcare facilities in the capital.
- Showrooms will be opened at the state’s five major airports to promote Chhattisgarh’s local products at the national and international levels.
- The Sayangudi scheme will be expanded across the state, with a provision of approximately ₹5,000 crore.
- A 200-seat hostel for OBC girl students will be built in Raipur, providing better facilities for higher education.
- A provision of ₹600 crore for landless agricultural families to strengthen their income and economic security.
- A provision of ₹10,000 crore for the Krishak Unnati Yojana, which will focus on increasing farmers’ income and making agriculture profitable.
- A provision of ₹5,500 crore for agricultural pumps, which will expand irrigation facilities and increase agricultural production.
- A provision has been made for the construction of a 200-bed Mother-Child Hospital (MCH) in Kalibari, Raipur, and a district hospital in Chirmiri.
- Development projects worth up to ₹50 lakh will be carried out through the Gram Sabha, promoting decision-making and implementation at the local level.
- A provision of ₹1,700 crore has been made under the Pradhan Mantri Gram Sadak Yojana, which will expand rural roads and strengthen connectivity.
- A budget of ₹200 crore has been made for the Chief Minister’s Road Scheme, which will further improve the road network in the state.
- A provision of ₹22 crore has been made for the establishment of 5 new Nalanda Libraries, which will provide modern study facilities to students.
- A provision of ₹200 crore has been made for the implementation of the Chief Minister’s Ideal City Prosperity Scheme.
- A provision of ₹1,500 crore has been made for cashless treatment up to ₹5 lakh under the Shaheed Veer Narayan Singh Ayushman Yojana.
- ₹10 crore for an industrial complex in Nava Raipur-Rajnandgaon, which will accelerate industrial development.
- The budget for the Industries Department has been increased to ₹1,750 crore, which will increase investment and employment opportunities.

S. Special attention has been given to backward areas (Bastar and Surguja) to address inclusive development and economic inequality. Transport – The Chief Minister’s Bus Service will facilitate connectivity in backward areas, promote tourism, and create new employment opportunities. To make healthcare facilities available, affordable, and accessible, the proposal to open new institutions, including medical colleges and nursing colleges, will prove effective in improving the quality of healthcare facilities.
A. Infrastructure Development
The rapid road project, connecting economic centers, is a key initiative to accelerate economic activity. The resumption of passenger flights will improve air connectivity in the region, reducing travel time.
N. Investment
A threefold increase in subsidies to industries to promote entrepreneurship will create new employment opportunities and boost industries. Exploration of critical minerals in Chhattisgarh is being emphasized, which will help Chhattisgarh establish a distinct identity at the national level in the future.
K. Skilled Human Resources
Five colleges have been selected for upgrading as Centers of Excellence. These colleges will serve as role models for other institutions, promoting innovation beyond academics. Funding for higher education has been increased by ₹731 crore, and ₹75 crore has been allocated to focus on skill development.
A. Antyodaya
The Surgudi Studio initiative has been launched to promote tribal culture to the nation and the world. The establishment of a migrant labor housing complex in Naya Raipur for migrant laborers will provide housing for them, benefiting them.
L. Livelihood
When the government talks about livelihood in the budget, it refers to programs and schemes that can increase people’s income and create employment opportunities.
A large population of Chhattisgarh is directly or indirectly involved in agriculture, animal husbandry, village industries, or forestry. This is why the government is implementing various livelihood schemes.
For example, under the Rural Development Program, several schemes are being implemented to reduce migration and promote village development.
Similarly, under the Women’s Empowerment Program, the government is also running the Swasth Sahayata Program and the Mahatari Vandan Yojana to empower women economically. Likewise , to create a self-reliant Chhattisgarh, the government is promoting small industries, agriculture, and animal husbandry.
To ensure not only employment for people but also development of villages, the government has included livelihoods in its commitment in this budget so that Chhattisgarh can move towards becoming a developed state.
P. Results from Policy
E-file biometric attendance has been introduced to improve governance, and the Atal Monitoring Portal has been established to monitor schemes.
In Budget 2026-27, total receipts are ₹172,000 crore and appropriations are ₹187,500 crore.
The state’s gross fiscal deficit is estimated at ₹28,900 crore, of which ₹8,500 crore is from debt.
The net fiscal deficit is ₹20,400 crore, representing 2.87 percent of the state’s gross domestic product, a decrease from the previous budget estimate of 2.97 percent.
