Chhattisgarh Cabinet Decisions: held on Wednesday December 31, 2025-Police commissioner system to be implemented in Raipur from January 23.

Raipur: In a cabinet meeting held today on Wednesday December 31, 2025 at Mahanadi Bhawan , the Chhattisgarh government decided to implement the Police Commissionerate system in the Raipur metropolitan police district from January 23, 2026 .

Approval was also granted for the permanent creation of a new post of Officer on Special Duty at the Police Headquarters in Naya Raipur Atal Nagar, with a salary matrix level of 14, for a period of one year.

In the cabinet meeting chaired by Chief Minister Vishnu Deo Sai at the Mahanadi Bhavan Secretariat here today, permission was granted for the state government to provide a guarantee for obtaining a loan for the purchase of tendu leaves from tendu leaf collector families at the rate of Rs. 5500 per standard bag for the year 2026.

Permission was also granted to provide working capital to the Chhattisgarh State Minor Forest Produce Federation for the purchase, processing, and sale of Kodo, Kutki, and Ragi.

A decision was made to provide a one-time interest-free loan of Rs. 30 crore to the Chhattisgarh State Minor Forest Produce Federation for the purchase, storage, processing, value addition, and marketing of non-nationalized minor forest produce.
A ​​significant decision was taken regarding the loans taken by the Chhattisgarh State Antyavasayi Cooperative Finance and Development Corporation on the guarantee of the state government.

Under this, the state government approved a budget allocation of Rs. 55.69 crore to repay the full amount of loans taken from five national corporations. These national corporations are: National Scheduled Castes Finance and Development Corporation, National Scheduled Tribes Finance and Development Corporation, Backward Classes Finance and Development Corporation, Minorities Finance and Development Corporation, and Persons with Disabilities Finance and Development Corporation.

Currently, the state government is paying approximately Rs. 2.40 crore annually interest on these loans.

Upon full repayment of the loans, this interest expenditure will be completely eliminated. Furthermore, upon receiving No Objection Certificates (NOCs) from the national corporations, the pending guarantee liability of Rs. 229.91 crore provided by the government will also be extinguished.

This decision will reduce the financial burden on the state government and ensure savings from unnecessary future expenses.

Other important decisions in the cabinet meeting:

Incentive amount for parboiled rice milling: Rs. 20. Increased from per quintal to Rs. 40 per quintal.

To be eligible for the incentive amount, all millers will now have to mill for a minimum of 2 months instead of the previous minimum of 3 months.

Decision to amend the Industrial Development Policy 2024-30. This will remove discrepancies related to publicity, appointment of experts, and issuance of service activity certificates for the successful implementation of the policy.

These amendments will improve the quality of investment in the state, create sustainable employment, and accelerate industrial development.

A significant decision has been taken to provide a 50 percent discount on lifetime road tax for vehicles sold during the 9th Auto Expo, held at Science College Ground in Raipur, the state capital, from January 20th to February 5th.

This discount will be applicable at the time of registration after the sale of the vehicle at the expo, providing a one-time 50 percent relief in motor vehicle tax. Vehicle dealers across the state will benefit from this; instructions have been issued in this regard.

Decision to reduce the stamp duty payable on bank guarantees provided by rice millers for paddy procurement and transportation activities related to custom milling in the state from 0.25 percent to 0.05 percent.
