Raipur: Chief Secretary Vikas Sheel has directed senior officials of the Chhattisgarh government to accelerate the implementation of Niyad Nella Nar 2.0 and Bastar Munne 2.0, placing particular emphasis on extending essential public services, welfare entitlements and community infrastructure to families living in remote forest settlements and formerly Naxal-affected regions. Chairing a high-level review meeting at Mahanadi Bhawan in Nava Raipur on Friday, October 16, 2026, the Chief Secretary instructed departments to work in close coordination and ensure that eligible beneficiaries receive the benefits of 31 individual welfare schemes and 14 community-level development provisions within stipulated timelines.

The review focused on strengthening the government’s development outreach in areas where geographical isolation, difficult terrain and the legacy of Left-Wing Extremism have historically complicated access to public services.

Officials examined the progress of welfare delivery and the steps required to ensure that government programmes reach eligible households in the identified areas.

Development and Welfare Delivery at the Centre of Niyad Nella Nar 2.0

Niyad Nella Nar 2.0 seeks to extend the reach of government services into remote settlements by bringing multiple departmental programmes under a coordinated implementation framework.

The initiative combines household-level welfare benefits with improvements in village infrastructure, aiming to address both immediate needs and longer-term development requirements.

The programme covers areas in the designated districts of Bijapur, Sukma, Dantewada, Kanker, Narayanpur, Bastar, Kondagaon, Gariaband, Mohla-Manpur-Ambagarh Chowki and Khairagarh-Chhuikhadan-Gandai, subject to confirmation of the precise administrative coverage.

By integrating individual entitlements with community facilities, the government intends to improve the everyday living conditions of residents in previously underserved areas.

Chief Secretary Calls for Time-Bound, Coordinated Implementation

During the review, Chief Secretary Vikas Sheel emphasised that departmental programmes must translate into actual benefits for eligible families.

He directed officials to work in mission mode, maintain effective interdepartmental coordination and address implementation challenges without unnecessary delays.

The instructions focused particularly on ensuring that remote settlements do not remain excluded from welfare programmes because of administrative difficulties or geographical constraints.

Departments were asked to align their efforts so that individual beneficiary schemes and village-level infrastructure development progress together.

The Chief Secretary’s directions underline the importance of measurable service delivery rather than merely recording the sanctioning of schemes.

31 Individual Schemes to Strengthen Household Security

A major component of Niyad Nella Nar 2.0 involves extending 31 individual beneficiary-oriented services and welfare entitlements to eligible households.

These include MGNREGA job cards, Pradhan Mantri Awas Yojana housing assistance, ration cards, Ayushman Bharat health coverage and access to functional household water connections under the Jal Jeevan Mission.

Financial inclusion programmes such as Pradhan Mantri Jan Dhan Yojana and agricultural support through Kisan Credit Cards and PM-KISAN are also included.

For women, the programme incorporates schemes such as Mahtari Vandan Yojana, Pradhan Mantri Matru Vandana Yojana and Janani Suraksha Yojana, subject to eligibility requirements.

The initiative also covers individual forest rights titles, labour cards, rural livelihood support, nutrition services, immunisation and soil health cards.

For schoolchildren, the focus includes midday meals, uniforms and textbooks, while skill development opportunities are to be extended through relevant government programmes.

Essential Documents and Social Security Benefits Receive Attention

Access to government schemes often depends on citizens possessing valid identity documents and certificates.

The review therefore included services relating to caste certificates, birth and death certificates, marriage certificates, residence certificates, economically weaker section certificates and voter identity cards.

The programme also encompasses social security pensions for eligible elderly persons, widows and persons with disabilities.

Ujjwala Yojana benefits and other household-level assistance form part of the broader welfare delivery framework.

Ensuring access to these services can help reduce administrative barriers that prevent vulnerable families from receiving benefits for which they qualify.

14 Community Development Provisions to Improve Village Infrastructure

Alongside individual welfare programmes, Niyad Nella Nar 2.0 places emphasis on 14 community-level development provisions.

The priority facilities identified in the review include all-weather roads, electricity, drinking water, schools, Anganwadi centres, mobile towers and banking access.

These facilities are particularly important in settlements where limited connectivity and inadequate infrastructure have restricted access to education, healthcare, financial services and government institutions.

Improved road connectivity can facilitate transportation, emergency medical assistance and the movement of agricultural produce.

Mobile networks and banking facilities can also support financial inclusion and access to digital public services.

The programme’s effectiveness will depend on ensuring that completed infrastructure remains functional and accessible to local communities.

Bastar Munne 2.0 Also Comes Under Review

The Chief Secretary simultaneously reviewed the progress of Bastar Munne 2.0, another government initiative associated with development efforts in the Bastar region.

The combined review reflects the administration’s intention to coordinate development programmes rather than implement them in isolation.

Such coordination can help identify gaps in service delivery, avoid duplication of departmental work and improve the use of available resources.

However, the supplied official release does not provide separate district-wise progress figures or detailed performance indicators for Bastar Munne 2.0.

From Security Challenges to Sustainable Development

The government’s emphasis on formerly Naxal-affected areas reflects the broader challenge of establishing durable public services in regions that have experienced prolonged insecurity.

Access to education, healthcare, roads, livelihoods and financial institutions is essential for strengthening community confidence and improving living standards.

The extension of government services can also help reduce the social and economic isolation of remote settlements.

Nevertheless, long-term progress requires sustained monitoring, community participation and the continued availability of essential services.

The success of the initiative will ultimately be determined by improvements experienced by residents rather than the number of schemes included in the programme.

Senior Secretaries and District Collectors Participate in Review

The meeting was attended by Additional Chief Secretary, Panchayat and Rural Development, Richa Sharma; Secretary to the Chief Minister and Mineral Resources Department Secretary P. Dayanand; Housing and Environment Secretary Ankit Anand; and Agriculture and Farmers Welfare Secretary Siddharth Komal Pardeshi.

Revenue and Disaster Management Secretary Shammi Abidi, Skill Development Secretary Basavaraju S., Public Health Engineering Secretary Mohammad Kaiser Abdul Haq and Labour Secretary Himshikhar Gupta were also among the senior officials participating.

District Collectors and other departmental officers from the concerned districts joined through video conferencing.

The participation of officials from multiple departments reflected the cross-sectoral nature of the programme, which requires simultaneous action in infrastructure, welfare, healthcare, education and livelihood development.

Mission-Mode Governance Must Deliver Measurable Results

The Chief Secretary’s review reinforces the state government’s focus on reaching communities that have historically faced difficulties accessing essential public services.

By combining 31 individual schemes with 14 community-level development provisions, Niyad Nella Nar 2.0 offers a framework for improving living conditions in remote areas.

The immediate administrative challenge will be identifying eligible beneficiaries, resolving documentation difficulties, completing pending infrastructure and ensuring that the benefits of government schemes reach households within the prescribed timeframe.

For Chhattisgarh’s formerly Naxal-affected regions, the true measure of development will be whether every eligible family can access essential services and whether villages experience lasting improvements in connectivity, education, healthcare and economic opportunity.
