Raipur: Chief Minister Vishnu Deo Sai on Friday, October 16, 2026, placed employment generation at the centre of Chhattisgarh’s industrial development strategy, declaring that the true value of investment must be measured by the opportunities it creates for young people and the economic security it brings to their families. Addressing the groundbreaking ceremony of Yash Fans and Appliances Limited’s proposed manufacturing facility in Nava Raipur, Sai said his government was encouraging labour-intensive industries capable of generating substantial employment through comparatively moderate capital investment. The proposed industrial unit, involving an investment exceeding ₹150 crore, is expected to provide direct employment to more than 3,500 people.
The Chief Minister described the project as an important addition to Chhattisgarh’s emerging manufacturing ecosystem and expressed confidence that it would strengthen industrial activity in Nava Raipur and surrounding areas.
He also distributed appointment letters to newly selected youths, underlining the government’s commitment to ensuring that industrial investments translate into tangible employment opportunities.

Finance Minister O.P. Choudhary and Industries Minister Lakhan Lal Dewangan attended the ceremony and outlined the government’s approach to industrial expansion, investment facilitation and job creation.
Sai: Industrial Growth Must Bring Employment to Every Household
Chief Minister Sai emphasised that the state government was moving beyond an investment-driven approach that measured industrial progress primarily through the amount of capital committed.
He explained that the Industrial Development Policy 2024–2030 had been designed to encourage industries capable of employing large numbers of people, particularly young workers and women.
“Our government wants more and more industries to be established in Chhattisgarh that provide better employment opportunities to the youth and women of the state at the local level. When young people find jobs suited to their skills and abilities within their own state, their families become economically stronger and the local economy gains fresh momentum.”
The Chief Minister said the Yash Fans project represented the kind of industrial development the government wished to encourage.
He observed that investment should not remain confined to financial commitments or industrial infrastructure but must ultimately improve the lives of ordinary citizens.

The proposed facility will manufacture products for several established companies, contributing to the expansion of Chhattisgarh’s industrial production base.
With an investment of more than ₹150 crore and projected direct employment exceeding 3,500 positions, the unit is expected to create opportunities for workers with different skills and qualifications.
Sai described the employment potential as the project’s most significant feature.
“The most important feature of this project is its potential to generate employment on a large scale. Our priority is not merely to attract investment, but to ensure that investment becomes an instrument of employment, economic empowerment and prosperity for the people of Chhattisgarh.”
The Chief Minister appreciated the initiative undertaken by Yash Group and assured the company of necessary support from the state government.
He directed the concerned departments to maintain coordination so that the proposed facility could be completed within the planned timeframe and commence production at the earliest.
Appointment Letters Symbolise Hope for Young Families
One of the significant moments of the ceremony came when Sai presented appointment letters to newly selected youths.
The Chief Minister said the occasion demonstrated how industrial investment could directly contribute to improving the economic circumstances of families.
“Handing an appointment letter to a young person is among the most meaningful achievements of industrial investment. One job does not merely make an individual self-reliant; it brings economic security and new hope into the life of an entire family.”
He extended his best wishes to the newly selected candidates and encouraged them to contribute to the state’s industrial progress through dedication and professional commitment.
Industrial Policy 2024–2030 Prioritises Labour-Intensive Manufacturing
Sai said Chhattisgarh’s new industrial policy had been formulated with particular attention to industries that could create substantial employment opportunities.
Textiles, food processing, electronics, pharmaceuticals and other labour-intensive sectors have been identified as important areas for investment promotion.
The government is seeking to ensure that industrial expansion reaches different regions of the state rather than remaining concentrated in a few established centres.
The Chief Minister said the availability of natural resources, energy, skilled human resources and improving connectivity placed Chhattisgarh in a favourable position to attract manufacturing investments.
“Our objective is to ensure that industrialisation reaches every region of Chhattisgarh. Industries based on local resources will strengthen regional economies and provide young people with opportunities for employment and self-employment closer to their homes.”
₹8.5 Lakh Crore in Investment Proposals: Government Focuses on Implementation
The Chief Minister stated that Chhattisgarh had received investment proposals worth more than ₹8.5 lakh crore, reflecting growing investor interest in the state.
He said the government’s immediate priority was to convert these proposals into operational industrial projects.
“Chhattisgarh has received investment proposals exceeding ₹8.5 lakh crore. Our focus now is on bringing these proposals to the ground quickly, ensuring that industries begin production and employment opportunities are created without unnecessary delays.”
While investment proposals indicate potential economic activity, their actual contribution to the economy will depend on project implementation, financing, regulatory approvals and operational commencement.
The government has therefore emphasised coordination among departments responsible for industrial permissions and infrastructure support.
Government Moves to Decriminalise 279 Provisions to Improve Business Environment
Sai highlighted reforms intended to simplify the establishment and operation of industrial enterprises.
Under initiatives associated with Jan Vishwas reforms, the state government has undertaken steps to remove criminal penalties from 279 provisions.
The objective is to reduce unnecessary procedural complications and encourage a more predictable regulatory environment for businesses.
The Chief Minister said that permissions and approvals were being simplified and made more time-bound to help investors implement projects efficiently.
“We are continuously simplifying the processes required to establish and operate industries. Our endeavour is to free entrepreneurs from unnecessary procedural complexities so that investment proposals can translate into production and employment as quickly as possible.”
The effectiveness of these measures will depend on their implementation and the experience of businesses navigating the revised procedures.
O.P. Choudhary: Investment Must Be Judged by Jobs It Creates
Finance Minister O.P. Choudhary said Chhattisgarh had introduced an important shift in its industrial policy under Chief Minister Sai’s leadership.
He explained that the government was now placing greater emphasis on employment generation alongside the total value of industrial investment.

“For a long time, industries involving substantial capital investment but comparatively limited employment dominated the industrial landscape. We are changing that approach by giving priority to labour-intensive industries that can generate more jobs for our young people,” Choudhary said.
He cited the proposed Yash Fans facility as an example of the government’s revised industrial priorities.
“An investment of approximately ₹150 crore creating more than 3,500 direct employment opportunities demonstrates the new direction of Chhattisgarh’s industrial development. Our objective is to ensure that the benefits of industrial investment reach the youth of the state directly,” he said.
Industrial Subsidy Allocation Increased Beyond ₹1,000 Crore
Choudhary said the Industrial Development Policy 2024–2030 had been prepared through coordination between the Finance and Industries Departments under the Chief Minister’s directions.
The policy provides special incentives for employment-generating industries and seeks alignment with central government employment promotion schemes.
He said the budgetary provision for industrial subsidies had been increased from approximately ₹200 crore to more than ₹1,000 crore.
The Finance Minister also referred to the government’s broader economic priorities, explaining that the first state budget had emphasised GYAN — Garib, Yuva, Annadata and Nari — representing the welfare of the poor, youth, farmers and women.
The second budget, he said, introduced GATI as a framework for accelerating governance, infrastructure, technology and industrial development.
“Our objective is to establish a sustainable foundation for public welfare through industrial and economic progress. The resources generated by economic development must ultimately strengthen welfare programmes and improve the lives of the people,” Choudhary said.
Lakhan Lal Dewangan: Over 3,000 Industries Established, 50,000 Jobs Generated
Industries Minister Lakhan Lal Dewangan said Chhattisgarh had made significant progress in industrial expansion during the past two-and-a-half years.
According to the Minister, more than 3,000 industrial units of different sizes had been established, generating employment for over 50,000 people.
“Under Chief Minister Vishnu Deo Sai’s leadership, Chhattisgarh is moving rapidly forward in industrial development. More than 3,000 small and large industries have been established during the past two-and-a-half years, providing employment to over 50,000 people,” Dewangan said.
He added that upcoming industrial projects were expected to generate more than 1.5 lakh additional employment opportunities.
“The investor-friendly policies of the state government and the favourable industrial environment are strengthening investor confidence. Our effort is to ensure that new projects commence production quickly and that the youth of Chhattisgarh receive the benefits of employment,” he said.
The Minister congratulated Yash Group and assured the company of government assistance for timely project implementation.
Yash Group Outlines Manufacturing and Employment Plans
Yash Fans and Appliances Limited CEO A.N. Ravichandran presented details of the proposed industrial facility, its planned manufacturing activities and employment potential.
He appreciated the industrial environment available in Chhattisgarh and acknowledged the cooperation extended by the state government.
The project is expected to contribute to manufacturing activity in Nava Raipur, although the precise production schedule and operational milestones were not specified in the supplied announcement.
The proposed unit also represents an opportunity for supporting economic activity through transportation, logistics, maintenance and other industrial services.
Nava Raipur Emerging as a Manufacturing and Investment Destination
The establishment of the proposed facility adds to the state government’s efforts to strengthen Nava Raipur as a destination for industrial investment.
Beyond its administrative significance as the planned capital region, Nava Raipur offers opportunities for organised industrial development supported by infrastructure and connectivity.
The proposed project could also contribute to employment opportunities in neighbouring areas as the manufacturing ecosystem expands.
The ceremony was attended by Chhattisgarh State Industrial Development Corporation Chairman Rajiv Agrawal, Yash Group Chairman Ritesh Naredi, Industries Secretary Rajat Kumar, Nava Raipur Development Authority CEO Chandan Kumar, representatives of the industrial sector, company officials and other dignitaries.
Chhattisgarh’s Industrial Success Will Be Measured in Employment
The Yash Fans project reflects the Sai government’s stated intention to connect industrial development with wider economic opportunity.
Investment commitments, regulatory reforms and incentives are important instruments of industrial policy, but their ultimate value will depend on completed projects, sustainable employment and the participation of local communities.
For the government, the immediate challenge will be ensuring that announced projects proceed to construction, production and recruitment within their intended timelines.
For young people seeking employment, the proposed manufacturing facility represents the prospect of new opportunities closer to home.
By placing employment at the centre of its industrial development strategy, the Sai government is seeking to establish a model in which Chhattisgarh’s economic progress is reflected not merely in investment figures, but in the livelihoods and financial security of its people.
