Chhattisgarh Government Mandates Aadhaar-Based Biometric Attendance Across Mantralaya Departments

Raipur: In a significant push toward stronger transparency, punctuality, and administrative efficiency, the Government of Chhattisgarh on Wednesday November 19, 2025 announced the rollout of the Aadhaar-based Biometric Attendance System (AEBAS) across all departments operating from the Mantralaya complexes — Mahanadi Bhawan and Indravati Bhawan.

During a senior officers’ meeting earlier in the day, a live demonstration of the new system — including facial authentication–based attendance and wall-mounted Aadhaar-enabled biometric devices — was presented to all Secretaries in the presence of the Chief Secretary. As directed, testing of the system will begin tomorrow, with full mandatory attendance through AEBAS coming into force in Mantralaya starting 01 December 2025.

Chief Secretary Vikas Sheel has further instructed that AEBAS be extended to all Directorates with effect from 01 January 2026, underscoring the administration’s stance that punctuality is non-negotiable. All officers have been advised to ensure strict adherence.

Attendance Methods for Employees

Under the new protocol, employees will be required to mark attendance twice daily — “IN” upon entering and “OUT” upon leaving — through either of the following methods:

  1. Facial Authentication via Mobile App

Employees may register their IN/OUT attendance on their smartphones using Aadhaar-based facial verification. This mobile-based system is designed to offer convenience while maintaining biometric integrity.

  1. Aadhaar-enabled Biometric Devices at Entry Gates

Wall-mounted, thumb-based biometric devices have been installed at all major entry points of the Mantralaya buildings, enabling seamless attendance marking for those opting not to use the mobile application.

Employees may choose either method as per convenience. Both systems will run concurrently.

Implementation Arrangements

The General Administration Department (GAD) has installed Aadhaar-enabled biometric devices at all designated gates and has completed training for nodal officers to facilitate an uninterrupted rollout. Ahead of full implementation, all employees have been instructed to ensure that their Aadhaar and service details are accurately updated in the attendance portal.

Officials cautioned that any lapse, negligence, or non-compliance with the new attendance requirements will be viewed seriously.

A Push Toward Modern Administrative Governance

The introduction of AEBAS marks a decisive step in the state’s commitment to adopting modern digital systems aimed at improving accountability, operational efficiency, and the quality of public service delivery across departments. The government maintains that such systems will not only streamline operations but also reinforce a culture of discipline within the administrative machinery.

From 01 December 2025, AEBAS-based attendance will be mandatory in Mantralaya, and from 01 January 2026, the system will be implemented in all Directorates.
