Raipur: Under the provisions of the Chhattisgarh Guideline Rate Determination Rules, 2000, the Central Valuation Board, Chhattisgarh on Saturday December 20, 2025 has approved the guideline rates for the market valuation of immovable properties for the year 2025-26, which have been implemented across the state from November 20, 2025. This decision is being seen as a significant initiative towards making the property valuation system in the state more transparent, rational, and accessible to the public.
Due to the lack of revision of guideline rates for the past five years, several discrepancies had arisen in the urban areas of the state. The new guidelines for 2025-26 address these discrepancies and rationalise the rates. The previously prevailing guidelines had a total of 200 clauses in municipal areas, which have now been reduced to 102. The existence of different clauses and varying rates within the same ward made it difficult for the general public to understand property values, which has now been simplified and clarified.
Following ward delimitation, necessary amendments have been made to the clauses, and rates have been determined in accordance with the new circumstances. Analysis of the rates published in newspapers clearly shows that the 2025-26 guidelines have standardised and rationalised the rates, resulting in an average increase of approximately 20 percent.
For example, in Mahasamund district, the new guidelines have fixed the rate for the entire Raipur road at ₹ 32,500 and the rate for properties within 20 meters of the road at ₹ 7,500.
Similarly, in Yatiyatanlal ward, due to delimitation, the rates have been rationalized, increasing from ₹. 4,800 to ₹. 9,000. In Ward No. 03, clauses located on the same road have been consolidated, and a new clause has been created, resulting in an average increase of 20 percent in the rates.
The rates from Pushpa Petrol Pump to Pankaj Soni’s house have been aligned with the rates in front of Shankar Nagar ward, ensuring uniform rates in areas across the street from each other.
Rates have also been rationalised in the areas of Baronda Chowk and from Baronda Chowk to the BJP office, resulting in an average increase of 20 percent. Similarly, in other wards, rates have been standardised in areas of similar circumstances and importance, ensuring a balanced increase.
The objective of this revision by the state government is to incorporate the actual prevailing market value into the guideline rates, thereby increasing transparency in property transactions, stamp duty, and registration processes, and ensuring that citizens benefit from clear and fair rates.
This initiative is considered a positive step towards strengthening a smooth, reliable, and citizen-friendly property valuation system in Chhattisgarh.
