Addressing a press conference after the Cabinet meeting in Raipur, Chief Minister Vishnu Deo Sai outlines ₹8.50 lakh crore in investment proposals, major gains in housing, healthcare and infrastructure, and a roadmap for Viksit Chhattisgarh 2047

Chief Minister Presents 25-Year Development Perspective

Raipur: Chief Minister Vishnu Deo Sai on Sunday, October 11, 2026, described Prime Minister Narendra Modi’s completion of 25 consecutive years as a head of government as a historic milestone in public service, good governance and national development. Addressing a press conference following the Chhattisgarh Cabinet meeting at the Chief Minister’s Residence Office in Civil Lines, Raipur, Sai outlined the state’s progress in infrastructure, investment, welfare delivery, tribal development and economic reforms, while announcing that the Council of Ministers had unanimously adopted a special resolution congratulating the Prime Minister.

Deputy Chief Minister Arun Sao and another senior government representative were present alongside the Chief Minister at the press conference.

Sai began by extending greetings to the media and conveyed his congratulations to the Prime Minister on behalf of Chhattisgarh’s three crore residents and the Council of Ministers.

“For us, this is more than an achievement to celebrate. It marks a historic milestone in an extraordinary journey of dedicated service, guided by the principles of Nation First, public service, good governance, the welfare of the poor and Antyodaya.”— Chief Minister Vishnu Deo Sai

He wished Modi good health and continued service to the country, describing his leadership as an inspiration for administrative reform and public welfare.

Cabinet Recognises Modi’s Contribution to National Development

The Chief Minister said the Cabinet resolution acknowledged major decisions taken by the Union government, including the introduction of Goods and Services Tax, the Government e-Marketplace, the abrogation of Article 370 and initiatives relating to national security.

He also referred to the construction of the Shri Ram Janmabhoomi Temple and the government’s efforts to address Left Wing Extremism.

Sai emphasised that cooperative federalism had helped strengthen Chhattisgarh’s financial position and expand essential services.

“We also express our gratitude to the Central Government for strengthening Chhattisgarh through greater resource allocation and cooperative federalism. Its support has helped us extend housing, tap water, sanitation, ration, healthcare and clean cooking fuel to the last person.”

Gujarat’s Governance Experience Influenced Chhattisgarh

Recalling Modi’s tenure as Chief Minister of Gujarat, Sai said initiatives involving technology, public participation and outcome-oriented administration had influenced governance practices elsewhere.

He noted that Chhattisgarh, established in 2000, had also adopted practices such as public dialogue and Chintan Shivir during its formative years.

“Chhattisgarh, formed in 2000, also drew lessons from Gujarat’s successful governance initiatives during its early years of development and made rapid progress.”

The Chief Minister said technology-driven planning was now helping the state monitor infrastructure projects more effectively.

Under PM GatiShakti, nearly 14,000 of Chhattisgarh’s approximately 20,000 villages have been geo-referenced, according to figures presented at the press conference.

₹8.50 Lakh Crore Investment Proposals, Potential for 1.60 Lakh Jobs

Sai highlighted the state’s efforts to improve the investment climate through administrative and regulatory reforms.

He said the Ease of Doing Business Act, 2026, introduced provisions for deemed approval where applications are not decided within prescribed deadlines.

The One Click Single Window System has also been introduced to simplify industrial clearances.

According to the Chief Minister, two Jan Vishwas Acts have decriminalised 279 provisions, while commercial establishments have been permitted to operate round the clock.

“Overall, more than 450 administrative reforms have been implemented. As a result, the state has received investment proposals worth ₹8.50 lakh crore, with the potential to generate more than 1.60 lakh jobs.”

The figures refer to investment proposals and projected employment opportunities, not necessarily completed investments or jobs already created.

Technology and Direct Transfers Transforming Public Services

The Chief Minister credited the Jan Dhan–Aadhaar–Mobile framework, Direct Benefit Transfer and Unified Payments Interface with expanding financial inclusion and improving the delivery of government assistance.

He said direct transfers had reduced dependence on intermediaries and enabled beneficiaries to receive assistance in their bank accounts.

In Chhattisgarh, 42 lakh Farmer IDs have been created under AgriStack.

Under the SVAMITVA Scheme, 7.51 lakh rural residents have received property records, according to the figures presented by Sai.

Housing, Sanitation and Healthcare Reach Millions

Sai provided an extensive account of the state’s achievements under centrally supported welfare schemes.

The Chief Minister said 11.78 lakh houses had been constructed during the previous approximately two years and nine months, placing Chhattisgarh among the leading states in the pace of housing construction.

He also cited the construction of 36 lakh household toilets and 14,970 community toilets under Swachh Bharat, with 18,653 villages declared ODF Plus.

On healthcare, Sai reported that approximately 51.17 lakh beneficiaries had received treatment worth around ₹11,877 crore under Ayushman Bharat.

Vay Vandana cards had been issued to 6.21 lakh senior citizens aged above 70 years.

Food Security and Support for Farmers

Sai said the free foodgrain distribution system had provided substantial relief to vulnerable households.

“Today, under the Pradhan Mantri Garib Kalyan Ann Yojana and Mukhyamantri Khadyan Sahayata Yojana, 73 lakh families in Chhattisgarh, comprising 1.99 crore beneficiaries, are receiving free ration.”

The state had also received approximately ₹5,600 crore in subsidy under the central foodgrain scheme.

Turning to agriculture, Sai said PM-KISAN assistance had reached 26.57 lakh farmers in Chhattisgarh.

He also cited ₹5,064 crore received as the Union government’s share of premiums under the Pradhan Mantri Fasal Bima Yojana.

Registered farmers increased from 13.17 lakh in 2015 to 27.53 lakh, while registered agricultural area expanded from 21.26 lakh hectares to 33 lakh hectares.

Paddy procurement rose from 59 lakh metric tonnes to 141 lakh metric tonnes.

According to the Chief Minister, farmers received ₹33,431 crore through Minimum Support Price payments and ₹10,292 crore as bonuses.

Women’s Empowerment and Opportunities for Youth

Sai highlighted the Mahtari Vandan Yojana, under which approximately 68 lakh women receive ₹1,000 per month in direct financial assistance.

He said 14 lakh women had become Lakhpati Didis, exceeding the prescribed target.

Through BIHAN and the National Rural Livelihoods Mission, 32.39 lakh rural families have joined 2.98 lakh self-help groups.

More than 70,000 tribal women are associated with Van Dhan Vikas Kendras.

For young sportspersons, the Chief Minister cited ₹48 crore in assistance approved for eight districts under Khelo India, alongside 33 Khelo India Mini Centres and an approved Centre of Excellence in Bilaspur for hockey, archery and athletics.

Tribal Communities at the Centre of Development

The Chief Minister described tribal development as a major priority of both the Union and state governments.

He referred to the recognition of Bhagwan Birsa Munda’s birth anniversary as National Janjatiya Gaurav Diwas.

Under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, infrastructure is being developed in more than 6,000 tribal-majority villages in Chhattisgarh.

Under PM-JANMAN, more than 56,000 families belonging to five Particularly Vulnerable Tribal Groups across 18 districts have received access to housing, roads and drinking water facilities.

Sai also cited 75 Eklavya Model Residential Schools operating across 26 districts.

More than ₹500 crore has been paid to six lakh minor forest produce collectors through the Minimum Support Price mechanism.

The Chief Minister further highlighted the establishment of the Digital Tribal Freedom Fighters Museum in Nava Raipur.

Central Tax Transfers and Mineral Resources Strengthen State Finances

Sai said the Union government’s approach to cooperative federalism had substantially increased the financial resources available to Chhattisgarh.

“Over the past 12 years, Chhattisgarh has received ₹3,46,806 crore as its share of Central taxes. This is 7.4 times the ₹47,100 crore received during the decade from 2004 to 2014.”

The Chief Minister said the District Mineral Foundation system had generated ₹17,887 crore for the state, supporting more than 81,000 development works.

He also reported that Chhattisgarh had received ₹22,600 crore in additional GST compensation assistance.

These financial figures were presented as part of the Chief Minister’s account of central support and state development.

Roads, Railways, Electricity and Digital Connectivity

Infrastructure development featured prominently in the press conference.

Sai said ₹35,766 crore had been sanctioned for national highways, with 37 projects worth ₹18,215 crore currently under implementation.

He highlighted the six-lane Raipur–Visakhapatnam Expressway as a project expected to improve connectivity with ports and international trade routes.

Work was also progressing on the ₹4,007-crore Bilaspur–Urga–Pathalgaon road and the ₹2,289-crore Raipur–Durg Bypass.

In the railway sector, projects worth approximately ₹54,000 crore were underway.

The Chief Minister reported that 1,643 mobile towers had been sanctioned for remote and tribal areas under the Digital Bharat Nidhi.

He also cited approximately ₹3.5 lakh crore in energy-sector investment proposals.

Under the PM Surya Ghar Muft Bijli Yojana, more than 1.16 lakh households had installed solar power systems, supported by ₹670 crore in central subsidies.

Bastar’s Transition Towards Peace and Development

The Chief Minister devoted a substantial part of his address to Bastar.

He credited coordinated action by the Union and state governments and the efforts of security forces with major progress against Left Wing Extremism.

“It is a matter of great pride that through the coordinated efforts of the Central and State Governments and the extraordinary courage of our security forces, we achieved decisive freedom from the decades-old Naxal problem on March 31, 2026.”

This was the Chief Minister’s assessment of the security situation.

Sai said the state had received ₹2,080 crore in special central assistance for efforts against Naxalism.

Under PMAY, 15,000 houses had been sanctioned for surrendered cadres and Naxal-affected families, with construction underway on 5,671 houses.

He also cited the completion of 267 roads and eight bridges under connectivity programmes for Left Wing Extremism-affected areas.

According to the Chief Minister, 421 schools that had remained closed because of violence had reopened.

He highlighted the Niyad Nellanar Yojana as an initiative expanding access to education, healthcare and essential supplies in remote settlements.

Tourism, Culture and Heritage Development

Sai also discussed projects intended to promote Chhattisgarh’s cultural and religious heritage.

He cited ₹48 crore in assistance for development at Maa Bamleshwari Devi Temple in Dongargarh.

Under Swadesh Darshan, ₹94 crore had been sanctioned for a tribal tourism circuit covering Jashpur, Surguja, Bilaspur and Jagdalpur.

He also referred to ₹146 crore for the Bhoramdeo Corridor, ₹10 crore for Mayali–Bagicha eco-tourism and ₹73.42 crore for a statue and complex dedicated to Sant Shri Mahaprabhu Vallabhacharya Ji in Champaran.

The Chief Minister said a PM Ekta Mall would be developed in Raipur at a cost of ₹200 crore, while the establishment of a National Institute of Fashion Technology in Nava Raipur had been approved.

Chhattisgarh Anjor Vision 2047 to Guide Long-Term Development

Looking ahead, Sai said the government had prepared the Chhattisgarh Anjor Vision 2047 roadmap to contribute to the national objective of Viksit Bharat.

“A Naxal-free Bastar, abundant mineral and energy resources, hardworking farmers, empowered women, the strength of our youth, rich tribal culture and a favourable investment environment are our major strengths.”

He said the Council of Ministers had reaffirmed its commitment to achieving the vision through collective efforts.

“I am fully confident that, under the capable and visionary leadership of the Prime Minister, India and Chhattisgarh will continue to move towards a prosperous, secure, self-reliant and developed future.”

Cabinet Approves Two Additional Decisions

Concluding his address, Sai outlined two decisions approved by the Cabinet.

The first permits recruitment of former Agniveers against 36 vacant constable posts in the Home Department. The state government has already provided 10 per cent category-wise reservation for former Agniveers in the relevant posts.

The second approves an amendment to the Chhattisgarh Government Business (Allocation) Rules to rename the Adim Jati Vikas Vibhag as the Janjatiya Karya Vibhag, or Tribal Affairs Department.

These decisions will require implementation through the appropriate administrative and recruitment procedures.

Governance, Investment and Public Welfare Remain Central to Sai’s Message

The Chief Minister’s press conference presented a broad assessment of Chhattisgarh’s development trajectory under national and state programmes.

From investment reforms and welfare transfers to infrastructure, tribal development and Bastar’s security situation, Sai sought to connect the state’s progress with the wider policy direction of the Union government.

The address also highlighted the distinction between completed achievements, ongoing projects and proposed investments, each of which will require continued administrative attention.

The central message of Sai’s presentation was that Chhattisgarh intends to build on its existing development programmes, expand economic opportunities and strengthen public services as part of the national journey towards Viksit Bharat 2047.
