Collector-SP Conference – Chief Minister’s strict instructions on law and order, drug control, and road safety

Raipur: Chief Minister Vishnu Deo Sai said that the image of the police should be such that it instills fear of the law in criminals and a sense of security in common citizens. Chief Minister Sai was addressing the Collector-SP Conference held on Monday October 13, 2025 at the Secretariat (Mahanadi Bhawan).

The Collector-SP Conference discussed in detail the overall law and order situation in the state, drug control, road safety, prevention of cybercrime, and strengthening administrative coordination. Home Minister Vijay Sharma, Chief Secretary Vikas Sheel, Additional Chief Secretary Manoj Pingua, Principal Secretary to the Chief Minister Subodh Kumar Singh, and other senior officials were present on the occasion.

Chief Minister Sai said that the role of both the Collector and Superintendent of Police is equally important in maintaining law and order in the district.

Districts with strong coordination between the two have achieved better results. He warned that any laxity in law and order matters would be considered administrative indifference, and action would be taken in such cases.

The Chief Minister directed that a zero-tolerance policy be adopted for heinous crimes such as street violence, stabbings, and murder. Sensitive matters such as cow smuggling and religious conversions should be closely monitored, and strict action should be taken against the perpetrators. He said that the experiences of districts that have made significant improvements in crime control should be used as a model for other districts, CM added.

Chief Minister Sai directed a strict stance against drug abuse and drug trafficking. He stated that drug abuse is the root of crime, and eliminating it is the prerequisite for improving law and order. Chief Minister Sai also directed that a statewide campaign be launched under the NCORD Act, to curb drug trafficking in border districts, and to ensure timely action under the NDPS Act. He also called for a public awareness campaign to educate youth about the ill effects of drug abuse.

The Chief Minister stated that a Special Task Force (STF) has been formed to identify and control infiltrators in the state. He directed that intensive investigations be conducted in border districts and prompt action be taken on suspicious activities. He also stated that ignoring crimes often leads to more serious crimes, therefore, timely action is essential in every case.

The meeting also discussed the rehabilitation and livelihood empowerment of surrendered Maoists. Chief Minister Sai stated that maintaining the confidence of Maoists in the state government’s rehabilitation policy is a top priority. Surrendered Maoists should be provided with skill development training and linked to local employment or self-employment, so that they can live a respectable life in the mainstream.

The Collector-SP conference also discussed road safety. The meeting emphasised taking strict measures to prevent road accidents and improve traffic management. Instructions were given to take strict action against those who do not follow helmets, seat belts, and traffic rules.

dditionally, instructions were given to identify black spots and take corrective action, ban the use of DJs or loudspeakers after 10 pm, and ensure punitive action against drunk drivers. Effective steps were also called for to prevent accidents caused by stray animals on the roads.

Expressing concern over cybercrime, the conference stated that cybercrime has become the most complex threat of the modern era. Emphasis was laid on providing continuous technical training to the police force to prevent it. Instructions were also given to widely publicise the cyber helpline number in collaboration with the Public Relations Department. The meeting also directed that awareness campaigns be launched in every district, given the new methods of cybercrime, to protect citizens from crimes like fraud, phishing, and online fraud.

Chief Minister Vishnu Deo Sai stated that transparent and accountable administration, team spirit, and shared responsibility are the true foundation of a developed Chhattisgarh.

CM emphasised that governance and administration can only become strong when every officer performs their duties honestly and works together as a team to achieve results.

The Chief Minister clarified that the success of schemes depends not only on the policies themselves, but also on the transparency, sensitivity, and accountability of the implementing team. This emotional and administrative coordination will take “Developed Chhattisgarh” to new heights.
