File Submissions in e-Office Must Be Presented with Strict Adherence to Rules and Clear Opinions: Principal Secretary Sonmoni Borah

A review meeting regarding the last year’s income and expenditure, as well as the action plan for the new financial year is being held on Tuesday April 7, 2026 under the chairmanship of Sonmoni Borah , Principal Secretary of the Tribal Development Department at the conference hall of the Tribal Research and Training Institute located in Nava Raipur.

Raipur : A review meeting regarding the previous year’s income and expenditure, as well as the action plan for the new financial year, was held today under the chairmanship of Sonmoni Borah , Principal Secretary of the Tribal Development Department. The meeting took place in the conference hall of the Tribal Research and Training Institute located in Nava Raipur.

During the meeting, officials reported that 68 percent of the total allocated budget was utilised by the department during the financial year 2025-26. Principal Secretary Borah emphasised that the full benefit of the budget allocated by the government for the successful implementation of various schemes must reach the intended beneficiaries.

To ensure this, an action plan should be formulated right from the beginning of the year and strictly implemented. To this end, all officers in charge must execute their tasks within the stipulated timeframes while maintaining mutual coordination. Principal Secretary Borah set a target to increase expenditure utilisation to 80 percent in the upcoming financial year, 2026-27.

Principal Secretary Borah stated that, under the able leadership of Chief Minister Vishnu Deo Sai and the guidance of Minister Ramvichar Netam, the department is steadily advancing towards progress.

In recognition of the successful implementation of departmental schemes, the Government of India has released funds amounting to ₹732 crore for the ‘Dharti Aaba Janjatiya Gram Utkarsh Abhiyan’ (Tribal Village Upliftment Campaign), ₹915 crore for 21 Eklavya Model Residential Schools, and ₹170 crore under Article 275(1) during the financial year 2025-26.

This constitutes a significant achievement for the department, as the successful execution of these projects over the next two years will undoubtedly accelerate the pace of development in Chhattisgarh.

In addition to the Tribal Development Department, the meeting also included a review of the income and expenditure for the financial year 2025-26 pertaining to the Tribal Research and Training Institute, the Scheduled Caste Development Department, the Backward Classes and Minorities Development Department, and the Chhattisgarh State Antyavasayi Cooperative Finance and Development Corporation.

Present at the meeting were Joint Secretaries B.K. Rajput and Anupam Trivedi; Financial Controller Lazarus Minj; Additional Directors Sanjay Gaur and R.S. Bhoi; Deputy Commissioners Gayatri Netam, Pragyan Seth, L.R. Kurre, Vishwanath Reddy, and Menaka Chandrakar; Executive Engineer Tridip Chakraborty; along with other departmental officials.

Principal Secretary Sonmoni Borah also reviewed the Aadhaar-based attendance system and the e-Office mechanism during the meeting. He commended the officers and employees who recorded the highest attendance within the department under the Aadhaar-based system. Furthermore, he stated that disciplinary action would be initiated against those who fail to report for duty on time.

While reviewing the e-Office system, Principal Secretary Borah observed that its implementation has brought about greater transparency and efficiency in administration. He noted that the system is proving to be highly instrumental in strengthening administrative processes.

He remarked that, with the adoption of e-Office, the processing of files has become significantly faster. He directed officials to ensure that when forwarding files, they strictly adhere to all relevant rules and provide clear recommendations so that final decisions can be taken expeditiously.

During the meeting, he also conducted a detailed review of the proposals for unexamined new expenditure items for the financial years 2025-26 and 2026-27, as well as the current status of various ongoing development projects. He directed that standards be established for all materials procured by the department.

Additionally, he reviewed the district-wise status of daily-wage employees, as well as the details regarding allocated and utilized funds.

The Principal Secretary sought updates on the progress of various building construction projects and the works being executed under the Pradhan Mantri Janman Yojana and the Dharti Aaba Yojana.

Furthermore, he issued directives for formulating future action plans regarding the income and expenditure of the Chhattisgarh Tribal Museum and the Shaheed Veer Narayan Singh Museum.
