A special, in-depth review was discussed on Tuesday December 9, 2025 during the Parliament’s winter session. Leader of the Opposition and Congress leader Rahul Gandhi raised the issue of the Special Investigation Report (SIR) in the Lok Sabha. During this discussion, he also raised the issue of vote manipulation.

New Delhi : On Tuesday December 9, 2025 , during the winter session, Congress MP and Leader of the Opposition in the Lok Sabha, Rahul Gandhi, participated in the discussion on electoral reforms. Speaking on Khadi during the discussion, Rahul Gandhi said that the country’s attire reflects the country’s spirit. Khadi is the soul of the nation. Our country is made up of 150 crore people. During the discussion on electoral reforms, Congress leader Rahul Gandhi said in the House that on January 30, 1948, Mahatma Gandhi was shot three times in the chest. Nathuram Godse assassinated our Father of the Nation. Today, our friends have pushed him aside. He is an uncomfortable truth, but the project didn’t end there. As I said, everything stems from the vote. All institutions stem from the vote. Therefore, it is clear that the RSS has to capture all the institutions that have emerged from there.

Rahul Gandhi said that everyone knows how Vice-Chancellors are being appointed in Indian universities. He said that it doesn’t matter what the person’s qualifications are; their only qualification is that they are associated with the Sangh. Members of the ruling party then started creating a ruckus. Speaker Om Birla told Rahul Gandhi to speak only on electoral reforms and not to name any organization. Regarding Rahul’s statement, Parliamentary Affairs Minister Kiren Rijiju said that everyone is sitting here to listen to the Leader of the Opposition. If he doesn’t speak on the subject, then why is he wasting everyone’s time?

Responding to the uproar from the ruling party, Rahul Gandhi said that he hasn’t said anything wrong. Educational institutions have been captured. The CBI and ED have also been taken over by people associated with a particular organization. The third institution, the Election Commission, which controls elections in the country, is also under the control of one entity. I have proof of this.

The BJP is using the Election Commission to destroy democracy. The Chief Justice of India was removed from the process of appointing the Chief Election Commissioner. On one side sat PM Modi and Amit Shah, and on the other side, me. No Prime Minister has ever done this. In December 2023, the rules were changed to stipulate that no Election Commissioner can be punished. This was done just before the 2024 Lok Sabha elections. The rules regarding CCTV and data were changed.

The Election Commission is in cahoots with the ruling party. This is not a question of data, it’s a question of the election itself. A Brazilian woman’s photo appeared 22 times in the Haryana voter list.

Rahul Gandhi asked, “What does it mean to control the Election Commission?” He said he didn’t want to show the pictures here, but it’s a question of election theft. Targeting the Election Commission, Rahul Gandhi said that after an SIR (Special Investigation Report) in Bihar, 122,000 duplicate photos appeared in the voter list. We have proven vote theft in Haryana and Maharashtra. Electoral reforms are necessary. Machine-readable voter lists should be given to all political parties one month before the elections.

The rule regarding destroying CCTV footage should also be changed. Vote theft is treason… We are a great democracy. The government does not want electoral reforms.
