Satellite Internet Services Await Home Ministry Security Clearance: MoS Pemmasani

Satellite Internet Rollout Hinges on Security Approval

New Delhi : India’s plans to expand satellite-based internet connectivity have reached another regulatory stage, with the Ministry of Home Affairs (MHA) examining security-related requirements before satellite communication service providers can proceed with operations.

Minister of State for Communications Chandra Sekhar Pemmasani confirmed on Thursday that the Department of Telecommunications (DoT) had already issued licences to satellite communication companies and provided provisional spectrum allocations.

Speaking to journalists on the sidelines of India Mobile Congress 2026 in New Delhi, Pemmasani explained that the remaining process involved obtaining security clearance from the Home Ministry.

“Now the issue is pending with MHA for security clearance. As soon as it is cleared, they will get it. It has nothing to do with one company,” the minister said.

His remarks indicate that the security review is part of a broader regulatory process rather than a restriction directed at any individual satellite communication operator.

Security Considerations Remain Central

Satellite communication technology has the potential to extend high-speed internet connectivity to remote villages, mountainous regions, border areas and other locations where conventional telecommunications infrastructure remains limited.

However, satellite networks also raise national security considerations, particularly regarding lawful interception, network monitoring, data protection and the prevention of unauthorised communications.

The Home Ministry’s examination is therefore an important part of the government’s regulatory oversight of satellite-based telecommunications.

Starlink and India’s Emerging Satcom Market

The development comes as international satellite internet providers, including Elon Musk’s Starlink, seek opportunities in India’s expanding telecommunications market.

Satellite broadband services could complement existing fibre-optic and mobile networks, particularly in regions where laying terrestrial infrastructure is technically difficult or commercially unviable.

Nevertheless, receiving a telecommunications licence and provisional spectrum does not automatically authorise the commencement of commercial services. Operators must fulfil applicable regulatory, technical and security conditions.

Connectivity Expansion Remains a Priority

India’s satellite communication sector is expected to play an increasingly important role in bridging the digital divide and strengthening connectivity in underserved regions.

For the government, the challenge is to facilitate technological expansion while ensuring that new communication networks comply with national security requirements.

Pemmasani’s clarification suggests that the next stage of the satellite internet rollout will depend on the completion of the Home Ministry’s security review.
