CG Cabinet Breaking: Many important decisions were taken in the cabinet meeting held today on Thursday September 20 at Mantralaya Mahanadi Bhawan under the chairmanship of Chief Minister Vishnu Deo Sai – In the meeting of the Council of Ministers, the proposal to amend the reorganization order of Chhattisgarh State Rural and Other Backward Classes Development Authority, Surguja Area Tribal Development Authority, Scheduled Caste Development Authority, Central Area Tribal Development Authority and Bastar Area Tribal Development Authority was approved.
The State Cabinet has approved partial amendment in the reorganization order of the five development authorities constituted in the state. With this amendment, the scope of public representation in the five authorities has been greatly expanded. Along with including all the ministers of the state cabinet as members in the five authorities, Rajya Sabha, Lok Sabha MPs of the concerned area and District Panchayat Presidents of the authority areas have now been made its members. Principal Secretary/Secretary Tribal and Scheduled Caste Development Department has been included as a member in all the five authorities. All other members will remain as they are.’
Chhattisgarh State Rural and Other Backward Classes Development Authority
The cabinet approved the proposed amendment in the reorganization order of Chhattisgarh State Rural and Other Backward Classes Development Authority, under which the Chief Minister will be the Chairman of the Authority and the MLA of the area will be the Vice-Chairman. Instead of the ministers of only three departments previously included as members in this authority, now all the honorable ministers of the state cabinet have been included as members. Rajya Sabha, Lok Sabha MPs of the Authority area, District Panchayat President of the Authority area will be the members of the Authority. Principal Secretary/Secretary Tribal and Scheduled Caste Development Department has been included as a member of the Authority. According to the reorganization order of the Authority, 35 MLAs and other members previously included as members have been retained.
Sarguja Area Tribal Development Authority
Amendment has been made in the reorganization order of the Sarguja Area Tribal Development Authority. The Honorable Chief Minister will be the Chairman of this Authority and the MLA of the area (SC Reserved) will be the Vice-Chairman. In place of the Tribal Welfare Department Minister and Finance Minister, who were earlier included as members, now all the ministers of the State Cabinet will be the members of the Authority. Rajya Sabha, Lok Sabha MPs of the Authority area, District Panchayat Presidents of tribal dominated districts of the Authority area will also be the members of the Authority. Maximum two social workers and experts related to tribal development (nominated by the state government), Chief Secretary, Principal Secretary/Secretary Tribal and Scheduled Caste Development Department will be the members of the Authority and Chief Secretary/Secretary to the Chief Minister will be the Member Secretary of the Authority. According to the reorganization order of the Authority, 14 MLAs included as members have been included as members.
Scheduled Caste Development Authority
The Chief Minister will be the Chairman of this Authority and MLA (SC Reserved) will be the Vice-Chairman of the Authority. In place of two ministers of the state cabinet, now all the ministers of the state cabinet, Rajya Sabha, Lok Sabha MPs of the concerned area, District Panchayat President (SC) of the Authority, maximum two social workers and experts related to Scheduled Caste Development (nominated by the state government), Chief Secretary, Principal Secretary/Secretary Tribal and Scheduled Caste Development Department, members of the Authority and Chief Secretary/Secretary to the Chief Minister will be the Member Secretary of this Authority. 10 MLAs included as members as per the reorganization order of the Scheduled Caste Development Authority have been kept as it is.
Central Area Tribal Development Authority
The Chief Minister will be the Chairman of this Authority and the MLA of the area (SC reserved) will be the Vice-Chairman. As per the amendment made in the reorganization order of the Authority, now instead of two ministers, all the ministers of the state cabinet and Rajya Sabha, Lok Sabha MPs and District Panchayat President of the Authority area have been included as members. This authority will have maximum two social workers and experts related to tribal development (nominated by the state government), Chief Secretary, Principal Secretary/Secretary Tribal and Scheduled Caste Development Department as members and Chief Secretary/Secretary to the Chief Minister will be its Member Secretary. 12 MLAs included earlier as members in this authority have been retained.
Bastar Area Tribal Development Authority
The Chief Minister will be the Chairman of this authority and the elected MLA (SC reserved) of the authority area will be its Vice-Chairman. Instead of only two ministers included earlier as members, now all the ministers of the state cabinet, Rajya Sabha, Lok Sabha MPs of the authority area and District Panchayat President of tribal dominated districts of the authority area have been included as members. Maximum two social workers and experts related to tribal development (nominated by the state government), Chief Secretary, Principal Secretary/Secretary Tribal and Scheduled Caste Development Department will be the members of this authority and Chief Secretary/Secretary to the Chief Minister will be its Member Secretary. 12 MLAs who were earlier included as members in the authority have been retained as members.
A major decision was taken by the Council of Ministers for the systematic development of the cities of the state and effective implementation of the development plans of the state. Under which the Urban Development Policy (TDS) was approved for the reorganization of the plots and the implementation of the approved development plan in the state. The Housing and Environment Department has been authorized to issue guidelines in this regard.
This urban development policy has been formulated for the proper development of the public utility land proposed in the development plans in the state, to discourage encroachment and illegal constructions and to resolve the lack of modern civic amenities and inconveniences to the urban population. The urban development plan can be implemented for residential, commercial, industrial or other purposes.
