The Chief Minister also released the scheme’s brochure and said the initiative would provide government employees with dignified, transparent and hassle-free financial support during emergencies without forcing them to depend on private moneylenders or high-interest loans.

A Welfare Measure for the Backbone of Governance

Addressing the launch ceremony, Chief Minister Sai said government employees are the backbone of the state’s administrative machinery, and their financial well-being directly impacts public service delivery.

“When employees work free from financial stress, government schemes reach the last citizen more effectively. This scheme has been designed to provide timely financial assistance during emergencies while preserving the dignity of employees,” he said.

He added that the initiative reflects the state’s commitment to building a more humane and employee-friendly governance system

.Fully Digital Through e-Kosh

The Finance Department has integrated the scheme with the state’s e-Kosh platform, making the entire process paperless, secure and transparent.

Eligible employees can apply online through the Employee Corner of the e-Kosh portal. Once e-KYC, digital authentication and consent formalities are completed, loan approval and disbursement will be processed swiftly.

The Chief Minister highlighted that the digital integration would ensure faster service delivery without creating any additional financial burden on the state government.

No Need for High-Interest Borrowing

Finance Minister O.P. Choudhary said the scheme is another major reform under Chief Minister Vishnu Deo Sai’s leadership following the introduction of the cashless medical facility for government employees.

He said the new initiative would provide interest-free financial assistance for short-term emergencies, eliminating the need for employees to rely on expensive private borrowing.

The scheme has already received a strong response during its pilot phase.

Pilot Phase Highlights

  • More than 73,000 government employees have registered.
  • Around 27,000 employees have already availed the facility within just two months.
  • Future plans include extending higher loan limits at competitive interest rates to employees maintaining strong credit scores.

    Employee Organisations Welcome the Initiative

State Coordinator of the Chhattisgarh Employees and Officers Association Kamal Verma welcomed the scheme, saying it fulfils a long-standing demand of government employees and will provide timely financial relief during unforeseen circumstances.

Officials said the scheme has been developed in accordance with a Standard Operating Procedure (SOP) issued by the Finance Department, ensuring high standards of data security, privacy and digital authentication.

    Part of Broader Administrative Reforms

The salary advance initiative complements the government’s ongoing efforts to modernise public administration through digital governance and employee-centric reforms. Officials believe the initiative will not only improve financial security for employees but also contribute to greater efficiency and morale within the state administration.

The launch ceremony was attended by Chief Secretary Vikas Sheel, Special Secretary (Finance) Chandan Kumar, Public Works Department Secretary Mukesh Bansal, Director (Budget and Finance) Rishabh Parashar, Chhattisgarh Ministerial Employees’ Association President Chandrakant Pandey, and a large number of government officials and employee representatives.
