Raipur: The Chhattisgarh Government is accelerating its digital transformation agenda by expanding citizen-centric services, strengthening digital infrastructure, and leveraging emerging technologies to enhance governance. Addressing a joint press conference at the Chhattisgarh Samvad Auditorium in Atal Nagar, Nava Raipur on Thursday July 23, 2026 Secretary, Electronics and Information Technology Department, Ankit Anand, along with CHiPS CEO Mayank Agrawal, highlighted the department’s key achievements and future roadmap for building a digitally empowered state.
Speaking on the occasion, Ankit Anand said that under the leadership of Chief Minister Vishnu Deo Sai, the Electronics and Information Technology Department is working continuously to make governance more transparent, efficient and accessible through digital innovation. He emphasized that technology-driven administration, artificial intelligence, cyber security and improved digital connectivity are enabling citizens to access government services with greater ease and efficiency.
Seva Setu Emerges as the State’s Largest Digital Citizen Services Platform
The flagship Seva Setu portal has evolved into Chhattisgarh’s largest integrated digital public service platform. Launched in its upgraded version on April 29, 2026, the portal currently offers 564 services across 35 government departments.

Officials informed that more than 8.5 million applications have been received over the past two-and-a-half years, with over 7.8 million applications successfully resolved. Citizens, particularly in rural areas, can now conveniently access essential services such as ration cards, marriage registration, water connections and several other public services online without travelling to government offices.
The portal also incorporates modern digital features including online applications, QR code-based verification, digital document authentication, SMS and WhatsApp notifications, and online payment facilities, ensuring greater transparency and time-bound service delivery.
Digital Connectivity Reaches Remote and Tribal Regions
Highlighting efforts to bridge the digital divide, Anand stated that mobile connectivity is being rapidly expanded across remote, forest and tribal regions under the Digital Bharat Nidhi (DBN) programme.
Through Aspirational District initiatives, Left Wing Extremism (LWE) Phase-II projects and the 4G Saturation Scheme, the government has significantly improved mobile network coverage in previously underserved areas. Since January 2024, a total of 1,273 mobile towers have been commissioned across the state.
Further strengthening rural digital infrastructure, BharatNet Phase-III will connect Gram Panchayats with high-speed broadband services. The Government of India has sanctioned ₹3,928 crore for the ambitious project, which will facilitate fibre-to-the-home (FTTH) connectivity and expand access to digital services in villages.
CM IT Fellowship to Build Future Technology Leaders
To prepare local youth for the digital economy, the state has launched the Chief Minister IT Fellowship Programme in collaboration with the International Institute of Information Technology (IIIT), Naya Raipur.
Under the programme, 50 selected local youth are receiving advanced technical training along with practical experience in various government departments. The initiative aims to create a pool of highly skilled IT professionals capable of supporting Chhattisgarh’s growing digital governance ecosystem.
Technology Platforms Enhancing Governance and Transparency
The department also showcased several digital platforms that are improving governance across sectors.
Mineral Online 2.0 generated ₹30,311.80 crore in revenue between January 2024 and June 2026 by streamlining mining-related services digitally.
The Integrated Waste Monitoring and Management System (IWMMS) enables online monitoring of industrial waste transportation and disposal, while the upgraded Single Window System 2.0 integrates 151 services from 19 departments, providing investors with faster and transparent approvals.
The PARAS Portal is facilitating online monitoring of major infrastructure projects, whereas the Bastar Munne Portal helps monitor welfare schemes for beneficiaries in seven Bastar division districts and three additional Naxal-affected districts.
Additionally, the Digital Dwar platform has been developed to ensure secure and standardized data exchange between government departments, promoting better coordination and faster decision-making.
Concluding the briefing, officials reiterated that digital governance remains a key pillar of Chhattisgarh’s development strategy. With expanding connectivity, AI-driven governance and integrated digital platforms, the state is positioning itself as one of India’s emerging leaders in technology-enabled public administration.
