Raipur: Chief Minister Vishnu Deo Sai said to the collectors and superintendents of police that the result of the instructions given to you all should start showing on the ground level from tomorrow itself.
He said that the problems of the district level should be resolved at the district level itself, for this, regular Jandarshan should be organised in the district as per convenience. Addressing the collector and SPs, he said that the Collector SP should improve their working system by ensuring quick and effective compliance of the instructions given in the conference from today itself, the effect of which should be seen immediately in the districts.
CM said that the cases which can be resolved at the local and district level should be resolved at the local and district level itself, all the collectors should ensure this by holding Jandarshan every week. If the cases which can be resolved at the local level then there is no need of people coming to the Chief Minister’s Jandarshan . He said that the state level problems will be resolved at the state level. Now in Raipur, the Chief Minister’s Jandarshan will be organised only once in a month, in which only important and state level cases should come. The Chief Minister also said that a comprehensive policy for the rehabilitation of surrendered Maoists would be brought soon.
The Chief Minister said that the district and police administration are like the eyes and ears of the government. The image of the government is created by the work of the district administration. He said that the police should have hands of iron and heart of wax. Criminals and anti-social elements should fear the police and the weaker sections of the society, women and children should feel safe. The heads of the district and police administration should have a sense of guardianship towards these sections. Both the Collector and the Superintendent of Police should coordinate with each other and make joint visits in the district. Sai said that discipline is the backbone of the police department. In such a situation, it is necessary that strict action should be taken against the police personnel involved in criminal activities.
Vishnu Deo Sai stressed that the accused in serious crimes related to women should be arrested immediately and a special prosecutor should be appointed to complete the trial in a time-bound manner and ensure punishment if found guilty. In principle, an action plan should be prepared to ensure that the accused in these cases are punished by the court by completing all the legal proceedings within a time limit of three months. Work should be done with zero tolerance against illegal liquor, betting, drugs and gambling. On receipt of such complaints, the Superintendent of Police will be held responsible for it.
The Chief Minister said that effective action should be taken to prevent cyber crime. People should be made aware. It is also necessary that the police should be capable of controlling these crimes. The state government will provide necessary resources and training facilities for this.
The Chief Minister said that accident prone places should be identified to prevent deaths in road accidents. People should be made aware of traffic rules. In preventive action, especially in cases of district banishment, the Collector should issue orders within the time limit. The orders should not remain only on paper, their compliance should be ensured. Necessary attention is also required in cases of confiscation of vehicles and chit fund.
Referring to the success achieved on the Naxal front, the Chief Minister said that due to your bravery, skill and coordination with the paramilitary forces, the Naxalites are being uprooted in the state. It is necessary that the light of development also reaches these remote areas. Effective implementation of “Niyad Nellnar Yojana” is necessary in Naxal-affected areas. After the formation of the new government, the Joint Action Plan is being implemented for the complete elimination of the Maoist problem, the result of which is that in the last 9 months, the security forces have recovered the bodies of 159 Maoists and a large amount of arms and explosives in 108 encounters. In the last 9 months, 34 forward security camps have been established. Due to which a significant decrease has been recorded in Maoist activities. 04 new CRPF battalions have been allotted to Chhattisgarh. Under development works in remote areas, 44 roads and 10 bridges have been constructed.
The Chief Minister said that the state government will soon bring a comprehensive policy for the rehabilitation of the suffering and surrendered Maoists. The strategy of aggressive action to earn the trust of the common people and to eliminate the Maoists will continue in the Maoist-affected areas. Continuous dialogue between the public and the administration creates trust among the public. Regular policing, quick resolution of people’s problems, transparent working system of the police are important steps towards the establishment of good governance. Public service is the aim of all of us. It is the responsibility of all of us to ensure prosperity, peace and security in Chhattisgarh.
