Raipur: Chhattisgarh’s emergence as the top-performing state under the Pradhan Mantri Matru Vandana Yojana (PMMVY) reflects sustained administrative focus, efficient grievance redressal and coordinated implementation from the grassroots to the state level and has secured the first position among the bigger states of the country .
The state has outperformed larger states such as Rajasthan, Madhya Pradesh, Karnataka and Uttar Pradesh by ensuring faster execution of the scheme and prompt resolution of beneficiary concerns. The achievement highlights not only effective policy implementation but also the consistent efforts of Anganwadi workers, supervisors, project officers and state-level officials.
Chief Minister Vishnu Deo Sai said maternal and child health remains a top priority for the state government. He noted that the scheme provides financial assistance to pregnant women and plays a crucial role in promoting safe motherhood. The state’s top ranking, he said, is the result of sustained efforts in this direction.
Strong Enrolment and Monitoring
A key factor behind the state’s performance has been continuous monitoring and a focused push for enrolment. While as many as 1,75,797 pregnant women were registered under the scheme in 2023–24, the number rose to 2,19,012 in 2024–25. Maintaining this momentum, 2,04,138 registrations were completed by February 2025–26, achieving 93.3 per cent of the target.
Faster Approvals and Processing
Alongside enrolment, the administration ensured that applications were processed without delay. From form submission by Anganwadi workers to verification by supervisors and approvals at the project and State levels, each stage was streamlined. Around 83 percent of applications were processed and forwarded to central government for payment, while the state recorded an approval rate of 83.87 percent from centre, among the highest in the country.
Efficient Grievance Redressal
Grievance redressal, particularly in cases related to payment delays, was addressed on priority. Timely corrective measures were taken wherever required. Although the State government resolved all complaints, central data shows that 7 percent of cases remained pending for more than 30 days. Despite this, with 93 percent of complaints resolved, the state secured the top position.
Over the past three years, a total of as many as 5,98,947 pregnant women have been registered under the scheme in Chhattisgarh, of which 5,40,624 have been approved, reflecting steady outreach and consistent performance.
Financial Support for Safe Motherhood
Under the scheme, the Union Government provides ₹5,000 to pregnant women to support nutrition and healthcare during pregnancy and ₹6,000 is provided on the birth of a second girl child. The assistance is released in three instalments — ₹1,000 at registration, ₹2,000 after six months, and ₹2,000 after childbirth, registration and immunisation.
The scheme aims to promote institutional deliveries, reduce infant mortality and ensure improved health outcomes for both mother and child, the CM affirmed.
