Transparency in sand mining, environmental protection, monitoring on illegal excavation are the top priorities of the government

Sand mining system is getting remodel under the transparent, scientific and public-friendly mineral policy in Chhattisgarh

Raipur: An extensive steps have been taken to make the sand mining policy in the state more transparent, organised, environmentally sensitive and public-friendly.

During the rule of the previous government, the number of sand mines operating in the state had come down from 300 to about 100-150, which affected construction work and promoted illegal mining. The present government has made the system of sand mining organised, controlled and public-friendly by enchasing the mineral policy.

Speeding up the environmental clearance process

To speed up the environmental clearance process in the state, three state-level environmental impact assessment committees have been constituted with the approval of the Government of India. Earlier only one committee was working. This decision has facilitated the process of speedy disposal of pending cases.

Increase in the number of legal mines

At present, 119 sand mines are operating legally with environmental clearance, while the approval process of 94 other mines is in the final stage.

Besides there is a plan to approve more than 300 new mines in the next one and half years years, which will keep the supply of sand accessible and speed up construction work.

IIT Roorkee Report: Mining from a Scientific Approach

A study conducted by IIT Roorkee on the environmental effects of mining on major rivers has concluded that legal and controlled sand mining does not have any negative impact on the rivers. This report supports the state’s mineral policy based on a scientific approach.

Strict action against illegal mining.

From the year 2024-25 to June 2025, 6,331 illegal mining cases were registered, out of which ₹ 18.02 crore was recovered, 184 machines were seized, 56 FIRs and 57 court complaints were filed. Continuous monitoring and action is being taken by district and state level task forces, which include officials from the Mineral, Revenue, Police, Transport and Environment departments.

Quick action on disputes

Quick legal and administrative action has been taken on sand-related disputes and incidents in various districts of the state, including Rajnandgaon and Balrampur. The government has clearly instructed that no illegal activity will be tolerated.

Relief in royalty to beneficiaries of Pradhan Mantri Awas Yojana

As per the decision taken on March 15, 2024, eligible beneficiaries under the Pradhan Mantri Awas Yojana have been exempted from royalty on sand. This decision has provided direct relief to the poor and the needy.

Future policy: Transparency and balance

The policy of the Chhattisgarh government is clear – to base the exploitation of mineral resources on the principles of public interest, transparency and environmental balance. This new sand mining policy, prepared with an organised, scientific and long-term approach, will become a strong basis for both the overall development of the state and environmental protection.
