Raipur : Describing India’s newly enacted criminal laws as a landmark reform aligned with the needs of the modern era, Chhattisgarh Chief Minister Vishnu Deo Saiat the Pandit Deendayal Upadhyay Auditorium in Raipur on Saturday August 2, 2026 said the new legal framework has ushered in a historic transformation of the country’s justice delivery system by integrating technology, scientific investigation and citizen-centric governance.

Addressing the State-Level Workshop on “Strengthening Digital Justice Through New Criminal Laws” in Raipur, the Chief Minister said the reforms are designed to ensure that justice becomes faster, more transparent, accessible and accountable.

“The purpose of the new criminal laws is not merely to punish offenders, but to ensure speedy, transparent, accessible and time-bound justice for every citizen,” the Chief Minister said.

Justice System Entering the Digital Era

Highlighting the shift from colonial-era legislation to modern Indian laws, the Chief Minister said the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and the Bharatiya Sakshya Adhiniyam (BSA) have replaced laws framed nearly 150 years ago.

“These laws are rooted in a citizen-centric justice system where victims receive timely justice and criminals cannot escape the reach of law,” he said.

He noted that the earlier legal framework was drafted long before the advent of digital technology, CCTV surveillance, electronic records and forensic science, making comprehensive reforms essential in today’s technology-driven environment.

Technology Making Justice Faster and More Transparent

Chief Minister Sai said the recognition of digital evidence, CCTV footage, mobile communications, electronic records and forensic science under the new legal framework has significantly strengthened criminal investigation and prosecution.

He pointed out that the establishment of a branch of the National Forensic Sciences University (NFSU) in Chhattisgarh would further enhance scientific investigation and judicial efficiency.

“Digital platforms such as e-Sakshya, e-Summons and Nyaya Shruti are making the justice delivery system faster, more reliable and more transparent,” he said.

Digital Policing Strengthens Law Enforcement

The Chief Minister said the Crime and Criminal Tracking Network & Systems (CCTNS) has digitally connected police stations across the country, enabling faster access to criminal records and improving investigation.

He informed the gathering that all police stations in Chhattisgarh are functioning in the online mode.

“More than 1.97 lakh FIRs have already been registered online in Chhattisgarh, and digitally signed FIR copies are now being provided electronically to citizens,” he said.

He added that the Inter-Operable Criminal Justice System (ICJS) has significantly improved coordination among police, judiciary, prosecution, prisons and other agencies, reducing procedural delays.

Chief Justice Calls for Coordinated Implementation

Chief Justice of the Chhattisgarh High Court Justice Ramesh Sinha said the success of the new criminal laws depends not only on their enactment but also on their effective implementation by every stakeholder in the justice delivery system.

“With coordinated efforts, Chhattisgarh can emerge as one of the leading states in implementing the new criminal laws and digital justice system,” Justice Sinha said.

He observed that digital platforms such as e-Sakshya, e-Challan, Nyaya Shruti and digital forensics represent a comprehensive transformation in criminal justice administration.

“Technology cannot replace judicial wisdom, but it can certainly make justice more effective, transparent and credible,” he added.

Justice Sinha also revealed that during June alone, nearly 9,910 cases were heard through video conferencing in district courts, while the High Court conducted hearings in 58 cases through virtual mode.

Continuous Training Essential

The Chief Minister stressed that technological advancement requires continuous capacity building among judges, police officers, prosecutors and other justice-sector professionals.

“The State Government is fully committed to continuous training, capacity building and regular monitoring to ensure effective implementation of the new criminal laws,” he said.

Home Minister: Workshop a Milestone

Deputy Chief Minister and Home Minister Vijay Sharma described the workshop as a milestone in modernising the justice system.

He said the State Government is promoting the concept of “One Data, One Entry”, while encouraging the adoption of digital platforms such as e-Forensics, e-Sakshya, Nyaya Shruti, CCTNS, Nafis, CRPI applications and DNA sampling systems.

“Under the leadership of Chief Minister Vishnu Deo Sai, the State Government is committed to providing every resource necessary for a modern, transparent and efficient justice system,” Sharma said.

The workshop was attended by Law and Legislative Affairs Minister Gajendra Yadav, High Court judges, senior judicial officers, Director General of Police Arun Dev Gautam, senior bureaucrats, forensic experts, medical professionals, prosecutors and law enforcement officials from across Chhattisgarh.
