Defence and maritime security cooperation to take centre stage during September 8–10 visit as New Delhi and Colombo seek to deepen their strategic partnership in the Indian Ocean

New Delhi: Defence Minister Rajnath Singh will undertake a three-day official visit to Sri Lanka from September 8 to 10, marking the first visit by an Indian Defence Minister to the island nation in nearly four decades and placing defence and maritime cooperation firmly at the centre of the bilateral agenda.

The Ministry of Defence confirmed on Sunday that Singh will hold consultations with the Sri Lankan leadership on a range of issues. He will lead a high-level delegation comprising senior officials from the Ministries of Defence and External Affairs and will also interact with members of the Indian diaspora in Colombo.

Key Highlights

  • Rajnath Singh to visit Sri Lanka from September 8–10, 2026.
  • It will be the first visit by an Indian Defence Minister to Sri Lanka since K.C. Pant’s visit in 1988.
  • Defence and Indian Ocean maritime security cooperation are expected to dominate the discussions.
  • India and Sri Lanka are expected to review implementation of their Defence Cooperation MoU signed in April 2025.
  • Possible cooperation involving air-defence systems is also on the agenda, according to reports.
  • Singh will lead senior officials from both the Defence and External Affairs ministries.
  • He will also interact with the Indian community in Colombo.
  • The visit reinforces India’s Neighbourhood First policy and the MAHASAGAR vision.

A Defence Visit After Nearly Four Decades

The historical significance of the visit goes beyond its immediate diplomatic agenda. The last Indian Defence Minister to visit Sri Lanka was K.C. Pant in 1988, during the Rajiv Gandhi government.

Singh’s visit therefore comes at a very different moment in India-Sri Lanka relations, with the Indian Ocean assuming growing strategic importance and maritime security becoming an increasingly prominent element of New Delhi’s regional engagement.

The Defence Ministry said the visit would further strengthen traditionally close and friendly bilateral relations, particularly the maritime and defence partnership.

The two countries are expected to take stock of their expanding defence relationship, including the implementation of the India-Sri Lanka Defence Cooperation Memorandum of Understanding concluded during Prime Minister Narendra Modi’s visit to Colombo in April 2025.

Defence Cooperation in Focus

The framework covers areas including joint exercises, training, port calls and equipment cooperation.

Possible collaboration on air-defence capabilities is also expected to figure in discussions. Reports indicate that Sri Lanka is exploring Indian air-defence equipment as the two countries consider further expansion of military cooperation.

The official Defence Ministry statement, however, has not publicly detailed individual weapons systems or agreements, saying more broadly that Singh will hold consultations with Sri Lanka’s leadership on a range of issues.

Indian Ocean Adds Strategic Weight

The visit comes as the Indian Ocean occupies an increasingly important place in India’s security outlook.

India and Sri Lanka’s geographical proximity makes maritime security, surveillance, defence training and regional stability areas of enduring mutual interest.

New Delhi has framed its engagement with Colombo within its Neighbourhood First policy as well as Prime Minister Modi’s MAHASAGAR — Mutual and Holistic Advancement for Security and Growth Across Regions — vision.

The relationship also extends well beyond defence. India and Sri Lanka share extensive economic, trade, cultural and people-to-people ties. India supported Sri Lanka during its economic crisis and was among the first responders following Cyclone Ditwah in 2025, according to the Defence Ministry.

Singh’s September 8–10 visit is therefore expected to serve two purposes: strengthening an established bilateral relationship while giving greater strategic depth to the India-Sri Lanka defence and maritime partnership at a time when the Indian Ocean is becoming increasingly consequential to regional security.
