Many important decisions were taken in the cabinet meeting held here today at Mantralaya Mahanadi Bhawan under the chairmanship of Chief Minister Vishnu Deo Sai
The policy of paddy procurement and custom milling at the support price in the Kharif marketing year 2024-25 was approved. Based on the recommendation of the Cabinet Sub-Committee, it was decided to start paddy procurement from the farmers of the state at the support price in cash and linking from November 14, 2024 during the Kharif marketing year 2024-25 in the state. Paddy procurement in the state will be done till January 31, 2025.
For the purchase of paddy at the support price, the process of farmer registration is going on through the Integrated Farmers Portal by the Agriculture Department, which will continue till 31 October 2024. It is estimated that 160 lakh tonnes of paddy will be procured in the year 2024-25. Biometric system for paddy procurement at the support price will remain in force as in the previous year.
In the Council of Ministers, it was decided to provide maximum two tokens to marginal and small farmers and maximum three tokens to large farmers for controlled and systematic procurement of paddy at the procurement centers. Paddy will be purchased through electronic weighing machine in all the procurement centers. For paddy procurement, approval has been given to purchase 4.02 lakh bundles of new jute sacks through the Jute Commissioner. A total of 8 lakh bundles of sacks will be required for paddy procurement.
In the meeting of the Council of Ministers, it was decided to pay honorarium for a total of 12 months at the rate of Rs 18,420 per month to the data entry operators working in cooperative societies in the Kharif marketing year 2023-24. This will incur a total expenditure of Rs 60 crore 54 lakh. For the payment of which, the amount will be provided to Markfed as in previous years.
It has been decided to withdraw 49 cases recommended by the sub-committee of the Council of Ministers constituted in relation to withdrawal of cases related to purely political movements from the court in public interest from the Hon’ble Court.
The Council of Ministers has taken an important decision to provide relaxation of 05 years in the prescribed maximum age limit of the candidates for one time only in the recruitment process year 2024 for appointment to the post of Subedar / Sub Inspector Cadre / Platoon Commander in Rule 8 (2) of Chhattisgarh Police Executive (Non-Gazetted) Service Recruitment Rules 2021. The maximum age limit including all relaxations will not exceed 45 years.
The draft of Chhattisgarh Rural Drinking Water Operation and Maintenance Rules, 2024 was approved to ensure supply of clean drinking water to every household of all the Gram Panchayats of the state. Under which the General Administration Committee of the Panchayat will look after the operation and maintenance of rural drinking water system along with its responsibilities. Apart from determining water charges with the approval of the Gram Sabha, it will also decide on new connections, financial management, repairs, determination of drinking water quality and redressal of complaints.
An important decision was taken to provide compassionate appointment to the eligible dependents of the deceased Teacher (Panchayat) cadre employees. Under this, such Teacher (Panchayat) cadre employees who died during service and whose dependents are eligible for compassionate appointment as per the rules, will be given compassionate appointment as per eligibility on the basis of Chhattisgarh Teacher (Panchayat) Cadre Rules 2018. In such a situation, it has also been decided to relax the earlier order of providing posts to the Panchayat and Rural Development Department for filling the posts from the School Education Department, so that compassionate appointment can be provided to the eligible dependents of the deceased.
Amendment in Loknayak Jayaprakash Narayan (MISA/DIR person detained for political or social reasons) Samman Nidhi Rules, 2008 was approved. Under which the late democracy fighters will be cremated with state honors and their family will be given an assistance amount of Rs 25 thousand for the cremation.
To provide more security features in the Excise Adhesive Label (Hologram) hologram for pasting on Indian/foreign liquor bottles, it was decided to purchase hologram from Bharat Security Press, Nashik Road (Maharashtra), an undertaking of the Government of India.
Under the Industrial Policy 2019-24 of Chhattisgarh State, the determination of special investment incentive package for steel downstream projects, ethanol units and cement industries of core sector was approved.
